With roots dating back to 1960, JMI has grown from a local asphalt operation into one of New York State's largest family-owned construction supply businesses, employing nearly 200 people.Today, JMI's operations include asphalt, aggregate, ready-mix concrete, precast concrete products, municipal and construction supplies, equipment and tool rentals, steel fabrication, heating and air, and plumbing and water treatment services.With multiple locations throughout Western New York and Northwestern Pennsylvania, JMI has built its reputation on quality products, strong customer relationships, dedicated employees, and a commitment to the communities it serves.The OpportunityJMI is seeking an experienced Human Resources Manager to lead and manage the Human Resources function across its diverse operations.This is a highly visible, hands-on HR leadership position that will partner closely with company leadership, managers, supervisors, and employees across multiple locations. The HR Manager will be responsible for both the strategic and day-to-day aspects of Human Resources, including employee relations, recruitment, payroll and benefits administration, certified payroll, compliance, performance management, policy development, and workforce planning.The successful candidate will understand that HR in a construction and operational environment requires a practical, responsive approach. This individual should be comfortable working with employees at every level of the organization and moving seamlessly between the office, operational facilities, and field locations.Travel between JMI locations will be required as business needs dictate.Key ResponsibilitiesLead and manage the overall Human Resources function and ensure HR practices support JMI's operational and business objectives.Serve as a trusted HR partner and resource to company leadership, managers, supervisors, and employees.Provide guidance and coaching to managers and supervisors regarding employee relations, performance, attendance, corrective action, and day-to-day people management.Manage employee relations matters, including workplace concerns, conflict resolution, investigations, disciplinary matters, and performance management.Oversee recruiting, interviewing, onboarding, and retention efforts for operational, skilled-trade, driver, administrative, technical, and management positions.Support payroll administration and ensure accurate and timely processing of employee information, compensation changes, deductions, and other payroll-related data.Prepare, review, and maintain certified payroll records and required reporting for applicable prevailing wage and public works projects.Work collaboratively with payroll, operations, and project personnel to ensure employees are properly classified and compensated in accordance with applicable prevailing wage requirements.Maintain knowledge of applicable federal and state wage and hour requirements, including prevailing wage and certified payroll obligations.Administer and support employee benefit programs, including enrollment, employee questions, qualifying life events, and coordination with benefit providers.Ensure compliance with applicable federal, state, and local employment laws and regulations.Develop, review, implement, and consistently administer HR policies, procedures, employee handbook provisions, and HR best practices.Oversee leave administration, workers' compensation, attendance, and other employee programs.Partner with leadership on workforce planning, organizational needs, employee development, succession planning, and retention strategies.Manage, develop, and mentor HR team members while ensuring consistent and responsive HR support throughout the organization.Maintain accurate employee records and documentation and support the effective use of HRIS and payroll systems.Identify opportunities to improve HR processes, technology, communication, and the overall employee experience.Partner with operational leadership to support workplace safety, training, compliance, and a strong safety culture.QualificationsBachelor's degree in Human Resources, Business Administration, or a related field required.5–7 years of progressive Human Resources experience in an HR Manager, HR Generalist, HR Business Partner, or comparable full-scope HR role.Experience working in construction, aggregate, construction materials, manufacturing, transportation, skilled trades, or a similar operational environment strongly preferred.Payroll administration experience required.Certified payroll and/or prevailing wage experience strongly preferred.Strong working knowledge of federal and state employment laws and HR compliance requirements.Demonstrated experience handling employee relations, conflict resolution, investigations, corrective action, and performance management.Experience developing and implementing HR policies, procedures, and HR best practices.Proven ability to coach and advise managers and supervisors.Experience managing, developing, or mentoring HR staff preferred.Strong organizational and problem-solving skills with the ability to effectively manage competing priorities.Excellent written and verbal communication skills, including the confidence and executive presence necessary to work effectively with senior leadership.Ability to build credibility and positive working relationships with employees at all levels of the organization.Ability and willingness to travel between JMI locations as needed.SHRM-CP, SHRM-SCP, PHR, or SPHR certification preferred but not required.
