Job description

Position Title: Quality System Supervisor III - Structural (Fabrication Facility)

Work Location: Chesapeake, VA - In Office

FLSA Status: Full-Time, Non-exempt

Summary of duties - The Quality Assurance System Supervisor performs duties of Level II NDT with the ability to obtain and maintain certification. Assist in preparation of materials and equipment; and when applicable in the qualifying of Welding procedures for NAVSEA and ABS programs. May assist Level III NDE as necessary in the preparation and maintenance of materials to support the Welder, Brazer and NDT training and qualification programs. Perform specific inspections as assigned and assist in surveillance of work performed on government and commercial work items, specializing in structural and welding compliance.

Performs in-progress work surveillances and will conduct in-process and final work-package review after work-completion for welding, brazing and NDT, provided required certifications have been obtained.

Must possess and demonstrate working knowledge of NAVSEA, US Navy, Military Sealift Command (MSC), American Bureau of Shipping (ABS), Huntington Ingalls Industries- Newport News Shipbuilding (HIINNS) and Electric Boat (EB) specific requirements relating to welding, fabrication, inspections, and workmanship.

Assists in the development and maintenance of quality standards for structural and pipe material and equipment receiving, in-process and final inspection in accordance with company and contractual requirements. Reviews status of in-process rejections and recommends appropriate corrective action. Assist QA as necessary with internal audits to monitor compliance with company procedures.

Assist in maintaining quality records for structural and pipe material. Receiving equipment, in-process and final inspection in accordance with company and contractual requirements.

Advises management of test trends, returns, vendor performance and audit results and corrective action needed. Performs other assigned duties as required by Management.

Area of Expertise: Welding, Brazing and Non-Destructive Testing associated with service craft, boat, ship and submarine repair and modernization. Reports to the Director of Quality.

Specific description of duties:

  • Ability to obtain and maintain Level II NDT (VT) certification
  • Assist with the development of quality control and inspection procedures for inclusion in production Fabrication Packages
  • Accomplishes and formally documents in process, dimensional and visual inspections.
  • Maintains, safeguards and is identified as the custodian of calibrated test and measurement equipment issued to the Fabrication Facility.
  • Assist with defining test standards, and specifies test equipment and procedures
  • Reviews Technical Specifications and contract requirements during Fab Package to provide guidance for Welding, Brazing and NDT technical requirements, PCP development and qualification needs
  • Assist in development of prepopulated test and inspection records
  • Aide in monitoring compliance in accordance with company Quality Management System, Workmanship standards and Customer requirements
  • Conducts Quality Assurance and Quality Control Inspections, and Surveillances randomly and in accordance with written instructions.
  • Performs inspections of material and prefabricated assemblies prior to items being delivered to customer or work site.
  • Aide in evaluation of Suppliers via audits and inspections
  • Perform duties in regard to support shop facility outfitting, organization, improvements and maintenance.
  • Will operate as a Quality Liaison to mitigate and adjudicate customer (internal and external) quality concerns and non-conformances.
  • Assist with review of QA control requirements with customer representative to assure compliance with requirements.
  • Executes, Investigates and Responds to Internal and External Corrective Action Requests in accordance with Prism Maritime QMS and customer contract requirements.
  • Assist with review of contractually required documentation for accuracy and completeness
  • Perform any other assignments or tasks as needed or requested by management to assist in accomplishing the organization's mission, objectives and goals.
  • Must be physically capable to stand/walk for long periods of time on the Fabrication Shop floor.
  • Must be safety oriented and operate in a preventive capacity to reduce unplanned events and employee injuries.
  • Overtime is routinely required but not guaranteed
  • Personal transportation required for local inspections.
  • Possession of an active State Driver's License is required
  • Perform any other assignments or tasks as needed or requested by management to assist in accomplishing the organization's mission, objectives and goals.

Education / Specialized training -

  • High School Diploma or equivalent and including one of the following time related field experience scenario criteria:
  • Bachelor's Degree, Level II NDT (VT) and 7 years technical experience relating US Navy structural installation, fabrication and/or inspection
  • Associates Degree, Level II NDT (VT) and 10 years technical experience relating US Navy structural installation, fabrication and/or inspection
  • Combination of On-the-Job Experience: 15 years Welder [Qualified]/ Level I WWI [Qualified]/ Level II NDT[Qualified] related to US Navy structural installation, fabrication and/or inspection

Certification / Licenses (as required for the task being performed)

  • ASNT NDT Level II (VT)

Security Clearance -

  • Must be a U.S. citizen
  • Clearance up to Secret level may be required.

Physical Requirements -

Physical requirements include the following:

  • Lifting/moving up to and including 50 pounds

In performing these duties, you may be required to work outdoors. You will experience temperature variations, extremely loud noises and other physical hazards.
