    Project Overview:

    Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. Bechtel will design and build Phase 1 of the Ohio One project, a total of 2.5 million square feet, including 600,000 square feet of cleanrooms. Construction will require as much steel as eight Eiffel Towers and as much concrete as the tallest skyscrapers.

    Bechtel will strengthen future economic development in the region by partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline.

    Job Summary:

    The Cleanroom Subcontract Technical Representative (STR) is responsible for the technical oversight, field execution, and coordination of the cleanroom build-out subcontracts across Project Cardinal. Cleanroom build-out is a system-of-systems rather than a single trade package, spanning the architectural envelope, mechanical and air management systems, and specialty cleanroom components serving the Phase 1 Fab: raised metal floor (RMF), furred, framed, studless and softwall assemblies, ceiling grid and suspension, fan filter units (FFUs), ULPA and AMC filtration, plenum barrier, ionization, pressurization, cleanroom specialties, and material handling interfaces. The STR serves as the primary interface between Bechtel and the cleanroom subcontractors, ensuring all design, supply, installation, testing, commissioning, and turnover activities are executed safely, on schedule, and in compliance with project specifications, contamination control protocols, quality standards, and construction work processes. The individual will provide direct support to the subcontractor including, but not limited to, quality control, quantity verifications, material take-offs, material verifications, design change coordination, and general problem solving – all in support of meeting project cost and time schedule objectives.

    Major Responsibilities:
    • Provide day-to-day leadership, coordination, and technical oversight of cleanroom build-out subcontractors from engineering through final turnover, serving as the focal point for coordination of work by assigned subcontracts.
    • Ensure cleanroom envelope, air management, and specialty systems are designed, fabricated, installed, tested, commissioned, and documented in accordance with Specifications approved drawings, applicable codes and standards, and project schedule objectives.
    • Oversee installation of the ceiling system (grid structure, suspension, seismic bracing, lighting, access systems), FFUs, ULPA and AMC filters, ionization systems, the plenum barrier system, raised metal floor components (panels, pedestals, stringers, bracing), and cleanroom wall systems including doors, glazing, fire-rated construction, and pass-throughs.
    • Enforce contamination control requirements through each cleanroom protocol level, from initial conversion of construction space and blowdown through gowning, wipe-down, HEPA vacuum use, approved-material restrictions, cleanroom badging, and the static particle count criteria required before and after filter installation.
    • Coordinate the cleanroom build sequence – high and tight MEP, mixed air return shaft (MARS), ceilings, lights and FFUs, raised metal floor, and cleanroom walls – with Lead Superintendents, Lead Field Engineers, the direct hire team, and adjacent subcontractors.
    • Coordinate system interfaces with MEP, I&C, and process systems, including HVAC and process ductwork, Building Management and Facility Management Systems, fire protection and life safety, electrical, AMHS and stockers, tool interface zones, and HiNA crane scope where applicable.
    • Coordinate and manage engineering deliverables including models, BIM coordination and clash resolution, shop drawings, material take-offs, equipment and panel layouts, and as-built documentation.
    • Monitor long lead material status, delivery sequencing, and the clean storage and handling requirements for cleanroom ceiling components, FFUs, light fixtures, and filters, including supplier-furnished material integration into the field installation plan.
    • Manage quality surveillance activities, ITP implementation, inspections, installation tolerance verification, pressure and leak integrity testing, rough and final air balance, particle count verification, integrated systems testing, commissioning, and final acceptance testing.
    • Monitor subcontractor safety performance, workforce planning, material management, construction progress, schedule adherence, and execution risks while ensuring compliance with project ES&H requirements and the principles of the Integrated Safety Management System.
    • Validate subcontractor installed quantities, monthly progress payments, invoices, and force account and time reports, and coordinate RFIs, technical clarifications, design conflicts, field changes, nonconformance resolution, punch list closure, and turnover documentation requirements.
    • Manage and coordinate Subcontractor Construction Work Packages (CWPs) and subcontract-specific Condition Reports, including creation of Corrective Action Plans and participation in causal (apparent and root) analysis.
    • Support startup activities, operator training, O&M documentation, spare parts turnover, and final closeout of all cleanroom systems, interfacing with client representatives, Quality organizations, Startup teams, and commissioning personnel to achieve system acceptance and turnover.
    Education and Experience Requirements:

    Level I 

    • Bachelor’s degree in Engineering, Construction Management, or other relevant technical disciplines from an accredited University, plus 5-8 years of relevant work experience; or 9-12 years of relevant work experience in lieu of a degree.

    Level II

    • Bachelor’s degree in Engineering, Construction Management, or other relevant technical disciplines from an accredited University, plus 8-10 years of relevant work experience; or 12-14 years of relevant work experience in lieu of a degree.
    Required Knowledge and Skills:
    Basic Qualifications
    • Working knowledge of cleanroom construction standards, contamination control protocols, and cleanliness classification and certification practices applicable to semiconductor manufacturing facilities, including ISO 14644 and IEST recommended practices.
    • Working knowledge of cleanroom envelope and air management systems – raised metal floor, cleanroom wall assemblies, ceiling grid, FFUs, ULPA and AMC filtration, plenum barrier, ionization, and pressure cascade requirements – including installation tolerances, sequencing, and pressure integrity requirements.
    • Ability to read and understand isometrics, P&ID’s, orthographics, plans, and other design drawings.
    • Working knowledge of applicable industry codes and standards is required. Excellent communication and problem-solving ability.
    • Understanding of applicable Bechtel work processes including Standard Work Process Procedures is preferred.
    • Computer literate in word processing, spreadsheet and database applications.
    • Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces. Must also be able to work in full cleanroom gowning for extended periods.
    Preferred Qualifications
    • Experience in semiconductor fabrication facilities, including first-of-a-kind cleanroom build-out execution, is preferred.
    • Proficient level of understanding of ISO 14644 and IEST-RP-CC standards, SMACNA and MFMA guidelines, IBC, NFPA, Ohio Building Code, ASCE 7, AISC, and RCSC.
    • Familiarity with Bechtel Standard Applications (BSAPs), including TEAMWorks, Aconex, DSCS, Unifier, Agile, Navisworks, and other automation tools used on Bechtel projects.
    • Proficiency in Navisworks Simulate and 3D model navigation is preferred.
    • Previous experience as a Subcontract Technical Representative or Quality Control Representative, including experience managing construction subcontracts and field design changes.
    • Experience supporting cleanroom certification activities, air balance, and particle count testing through startup and turnover.
    • Computer literate in word processing, spreadsheet, and database applications. Excellent communication and problem-solving ability.
