    Job Summary
    We're looking for a Proposal and BD Operations Manager to support our Business Development Leadership Team throughout the entire Opportunity Capture and Proposal Development Lifecycles. In this role, you'll independently lead the proposal development process, working closely with Capture Managers. You will also manage our opportunity repository, maintain and verify the accuracy of opportunity records, and track and report metrics.
    Responsibilities
    • Manage DRT's proposal process, updating the processes as needed, and maintaining proposal artifacts and templates.
    • Analyze RFPs for due dates, compliance requirements, and evaluation criteria. Develop comprehensive proposal outlines, compliance matrices, and annotated writing templates.
    • Assist Account Leads and Capture Managers with pre-RFP capture activities such as research.
    • Maintain opportunity records in DRT's opportunity CRM platform, working with Capture Managers to ensure records are accurate, and conducting independent research/verification as needed.
    • Prepare and report business development metrics as established by Executive leadership.
    • Manage day-to-day proposal activities, develop and manage the proposal schedule, and ensure timely delivery of all proposal components.
      • Contribute to non-technical proposal writing such as management sections, past performance, resumes, and executive summaries as needed.
      • Assist in proposal reviews.
      • Assist in the final editing, formatting, production, and "White Glove" review to ensure high-quality and persuasive proposals that highlight win themes and solutions.
      • Compile questions for submission by the Pricing and Contracts Manager and develop storyboards with Volume and Section Leads.
    Required Experience:
    • 7+ years of full-time experience managing proposals for Federal Government solicitations.
    • Thorough understanding of business development concepts and terms including vehicle types (BPAs/IDIQs), GWACS, etc.
    • Hands-in experience with research and common GovCon platforms and search engines (FPDS, USDA Spending, etc)
    • Excellent business development writing, editing, and desktop publishing skills.
    • Strong time management, attention to detail, and the ability to work extended hours when necessary to meet government deadlines.
    • A strong team player with excellent interpersonal and facilitation skills, a team-player mentality, and the ability to remain calm and professional under pressure while working with diverse personalities.
    • Expert-level proficiency with MS Office Suite and experience administering MS SharePoint sites.
    • Proficiency gathering business data for metrics purposes and reporting using MS Excel and other tools.
    Work Authorization & Clearance Requirement:
    • This position requires the ability to obtain and maintain a U.S. government Public Trust clearance. Due to contract requirements, candidates must be U.S. citizens or lawful permanent residents (green card holders) to be eligible.
    Preferred Experience:
    • Experience using AI tools and with basic AI prompt development for proposal generation and proposal management. Includes an understanding of how to best use AI tools from major vendors (Microsoft, Google, etc) for content generation, past performance, and compliance.

    • Experience with Adobe Creative Suite
    • Experience with Civilian and DOD solicitations (mush have experience with at least Civilian solicitations)
    Education and Training:
    • Bachelor's degree is required. Preferably in English, Technology, Business, or Marketing
    Salary Range:
    • $115,000-$130,000
    • Salary commensurate with experience.
