Job description

ASR is seeking an experienced Senior Technical Writer, Tools Branch for an exciting opportunity supporting engineering technical support services for the U.S. General Services Administration’s Tools Branch. This role supports technical writing, Item Purchase Description updates, technical data validation, product research, cataloging requests, quality reporting, and technical documentation for powered and non-powered hand tools.

Responsibilities
  • Serve as a designated Senior Technical Writer supporting the Tools Branch and, when assigned, act as the central point of contact with responsibility for branch-level work and personnel coordination.
  • Create, update, and maintain Item Purchase Descriptions within the appropriate TIMS or EDMS program through product research, technical writing, data entry, and documentation review.
  • Support annual NSN creation and update workload requirements for the branch, not to exceed 6,600 NSNs annually, with an anticipated average of 550 NSNs per month.
  • Complete two-way Item Purchase Description updates within two weeks of receipt.
  • Update Item Purchase Description components including Description, Item Name Code, Characteristics, Unit of Issue, Notes, and Components.
  • Determine special instructions, performance standards, exceptions, item labeling, packing, packaging, marking, and product palletization requirements.
  • Record Item Purchase Description changes, including the modification performed, date of execution, reason for the change, and individual making the update.
  • Research and apply applicable technical standards and references, including ASME, SAE, FED-STD, MIL-STD, CID, ANSI, QP4, and QPD, using the latest published versions.
  • Research previous technician updates using NSN Item Purchase Description history, shared GSA network drives, and FLIS.
  • Perform market research to identify current manufacturer part numbers and supplier information.
  • Submit cataloging requests to add part number references and CAGE codes to TIR-FLIS.
  • Determine correct salient characteristics and specification information for tools-related items.
  • Record relevant documentation, including Technical Information Reports, special circumstances, and email correspondence.
  • Submit relevant documentation, including technical data sheets and email correspondence, for scanning or upload to EDMS.
  • Research product industry trends to modernize Item Purchase Descriptions.
  • Review technical drawings associated with Item Purchase Descriptions.
  • Validate Item Purchase Description data and FLIS data for each NSN action.
  • Verify approved Item Name Code in the Item Purchase Description matches FLIS.
  • Verify accuracy of Item Purchase Description characteristics, including unit of issue, method of purchase, acquisition advice code, and environmental codes.
  • Prepare cataloging update requests, including NCAL requests, to update the FLIS Total Item Record and follow through to completion.
  • Ensure consistency among data housed in GSA Acquisition Centers’ databases and GSA digitized and archived technical files.
  • Notify Engineering Section Division members as directed regarding changes to unit of issue, acquisition advice code, method of purchase codes, special projects requiring NSNs, activation, effectiveness, expiration, termination, cancellation, duplication, or logistical relocation of NSNs.
  • Prepare weekly Tools Branch Quality Status Reports covering quality goals, validation checks, inconsistencies, NCAL request status, standards research, work status, error rates, discrepancies, and compliance with quality standards.
  • Prepare monthly progress report inputs covering NSNs received, NSNs completed, production plans, cataloging requests, PICS requests, risks, issues, and mitigation strategies.
