Short Description: Client seeks to hire a Technical Writer to author public-facing documents including a report on current District program offerings, and data governance policy and procedure documentation. Must have at least 16+ years overall in Technical Writer experience.
Complete Description:
The role of a Technical Writer involves creating clear, concise, and accurate documentation that communicates complex technical information effectively to various stakeholders. The Technical Writer will collaborate with subject matter experts to develop and enhance documentation including both public-facing reporting on the history of vocational education and current program offerings. The role will also involve creating clear, concise, and accurate documentation for managing and utilizing a range of sensitive data. The purpose of the documentation includes ensuring data quality and accuracy, providing clear roles and responsibilities, guaranteeing compliance with various legal and regulatory factors, and safeguarding data against unauthorized use or disclosure. The role will both compose new documentation and edit the work of others, ensuring high standards for readability, grammar, and context. The key to success in this role is the ability to synthesize complex instructions into easy-to-follow reports, policies, procedures, and general communications. The person in this position should be an expert in communications. This role will be located in the Office of Education Through Employment Pathways, which is located within the Client. This is a highly skilled position and familiarity with educational research and terminology is required.
Responsibilities:
The objective is to produce public-facing and internal-facing deliverables in order to support the work of the Office of Education Through Employment Pathways. This includes authoring the vocational education study as well as a series of clear, concise, and accurate documentation to capture data governance requirements and best practices to support the upcoming launch of the Education Through Employment (ETE) Data System and ensure compliance with federal and local laws and regulations regarding data privacy and security.
Collaborating with subject matter experts (SMEs) and researching existing resources and best practices to gather necessary information.
Writing guidelines used to ensure data is used properly and managed with consistency.
Writing technical documents such as data governance manuals, data stewardship procedures, audit and oversight policies and processes, data risk management plan, data reporting standards, etc. for a range of uses related to data availability, usability, integrity, quality, and security.
Writing data governance policies in a consistent format which allows for documentation to be revisited and revised throughout the ETEP Data System's lifetime as needed.
Defining procedures for handling any future changes to data governance policies and procedures.
Defining data governance and stewardship practices which are transparent and establish proactive accountability.
Ensuring clarity, accuracy, and consistency across all data governance documentation.
Conducting compliance checks to ensure adherence to standards and accuracy of the information.

CONTRACT JOB DESCRIPTION
Responsibilities:
1. Writes a variety of technical documents including the vocational educational study, data governance manuals, data stewardship procedures, audit and oversight policies and processes, data risk management plan, data reporting standards, etc. for a range of uses related to data availability, usability, integrity, quality, and security.
