Job Overview REI Systems is seeking a mid‐level Capture Manager to support strategic growth efforts in our defense and federal IT portfolio, with a focus on the Department of Defense (DoD) and other federal agencies.

This role will assist in driving capture strategies for high‐value opportunities (typically $50M+) and contribute to proposal development, market research, and account growth initiatives. The Capture Manager will work closely with senior team members to execute growth strategies and support REI's success in the defense space. Experience 3–5 years of experience in business development, capture management, or program support within federal contracting, ideally with exposure to DoD or related agencies.

Experience contributing to proposal development, opportunity research, and capture planning. Understanding of federal contracting processes and the IT/defense market landscape. Key Responsibilities Support Capture Teams : Assist cross‐functional teams in pursuing federal IT and defense opportunities.

Contribute to capture plans, proposal content, and team coordination. Growth Strategy Support : Help execute growth strategies for assigned accounts, ensuring alignment with REI's objectives. Capture & Proposal Execution : Contribute to capture strategy development and proposal efforts, helping tailor solutions to customer needs.

Stakeholder Engagement : Support client engagement activities, maintain communication with internal teams, and help build long‐term relationships. Competitive & Market Analysis : Conduct research on competitors, market trends, and customer priorities to support capture planning. Partnership Support : Assist in identifying and managing relationships with external partners or subcontractors.

AI‐Focused Responsibilities Leverage AI tools to support market research, competitor analysis, and opportunity assessments. Use AI to assist in generating draft capture artifacts (call plans, proposal sections, storyboards) efficiently. Integrate AI insights into capture planning and proposals under guidance from senior staff.

Promote AI usage across capture teams and support adoption of best practices. Preferred Qualifications Bachelor's degree in Business, Engineering, Computer Science, or related field. Familiarity with DoD/DoW programs, federal IT modernization, or defense‐related projects.

Strong written and verbal communication skills. Experience with AI‐enabled tools or willingness to learn and apply AI in capture processes. Preferred Skills Demonstrated continued learning through one or more technical certifications or related methods.

Education Bachelor's degree in relevant field. Master's degree in business, public administration, public policy, or relevant field (preferred). Clearance & Security Secret Security Clearance.

U.S. citizenship required. Candidate must be able to obtain a Public Trust.
