UNIT DESCRIPTION
The Field Operations Support Section (FOSS) provides real estate and facility support services to over 500 facilities, including the FBI's 56 Field Office division portfolios, covert locations, and international Legat locations. FOSS also supports the FBI's fleet inventory, firearms range program, furniture program, and leasehold facility reporting requirements. The incumbent supervises the Facilities Support Team, which includes the Capital Planning and Strategy Teams, and which reports to the FOSS front office.
KEY REQUIREMENTS
  • Must be a current, permanent FBI employee
MAJOR DUTIES
  • Supervise the Capital and Strategic Planning Teams within FFD's Field Operations Support Section (FOSS) which is responsible for providing strategic leadership and oversight for 600+ facilities.
  • Approach independent work with a strong initiative to set long-term priorities, establish Section standards and criteria, and direct FOSS towards Bureau mission requirements and executive leadership intent.
  • Collaborate with Program Leads from the Capital and Strategic Planning Teams and other stakeholders to revamp and modernize the planning and project approval process and forecast long-range facility budgets (>$100M annually).
  • Serve as an advocate for FBI spaces, facilities, and leasing requirements while engaging, preparing, and delivering project and portfolio updates to both internal and external stakeholders including Unit Chiefs, SACs/AOs, FBI Executive Management, General Services Administration (GSA), Department of Justice, and various state, county, and local municipalities.
  • Guide analyses, adjudicate competing priorities, standardize project prioritization, and present authoritative recommendations and decision-ready products to Section Chiefs, DADs, and Assistant Directors.
  • Serve as an advisor and senior consultant to executive management, managers, and operational personnel on complex issues related to administrative, management, or program operations and external stakeholder management.

ADDITIONAL INFORMATION

  • The selectee will be required to serve a one-year probationary period for initial assignment to a supervisory position.
  • Required Leadership Training: All FBI supervisors promoted after January 2022 are required to attend and complete the Training Division's Supervisor Essentials Program within 365 days from initial assignment into a supervisory position. Supervisors will need to complete both the "Mentoring and Coaching" and "Performance Appraisals" courses as part of the Supervisor Essentials program. The Supervisor Essentials course is a pre-requisite for the new Leading People (Virtual) and face-to-face version (VLP) that will be offered beginning the 2nd Quarter of 2022.
  • Limited Movement: Policy has been implemented wherein support employees entering a position may be precluded from moving to another position within the Bureau through reassignment or change to a lower grade for a minimum of 12 months. HRD will waive this limited movement policy for qualified employees, who have received an official notification letter that their current position is being relocated due to an organizational restructuring initiative, so those employees can compete for a position elsewhere. Voluntarily leaving a position with a relocation incentive may result in loss of that incentive. Please notate that you have received an official notification letter within your application.
  • Probationary employees are precluded from being considered for all job opportunities until 12-months of their 24-month probationary period has concluded.
