    Job Description

    AECOM is seeking an experienced Senior Environmental Compliance Manager to support southern California gas utility projects and other clients throughout southern California.

    Project locations could be anywhere in southern California including Riverside, San Bernardino, Los Angeles, Orange, Ventura or San Luis Obispo counties. Additional project opportunities may be available elsewhere throughout the West.  

    *This is an on-call (as needed position) with variable hours contingent on project needs. During a given week, hours could range from none to full-time. This position is primarily (~90% of the time) located in the field at the project site but could on occasion have an office/remote work-from-home component for meetings and other desktop responsibilities. With rare exception, per diem is not included in this position for daily travel to and from the job site. * 

    The responsibilities of this position include, but are not limited to: 

    • Act as an Environmental Compliance Manager on a single or multiple projects; including review and interpretation of project plans and permits; in-field management and oversight of environmental compliance implementation based on multiple permits, plans, and environmental documents; coordination with clients, contractors, and resource agencies; collaboration with surveyors, monitors, and technical experts; and preparation/review of compliance reports. 
    • Collaborates effectively with clients, construction contractors, and internal staff on complex projects involving biological, cultural, and paleontological resource protection; species surveys; environmental permitting; mitigation, noise abatement, hazardous materials, air quality, and implementation of Stormwater Pollution Prevention Plans (SWPPPs).  
    • Prepare and provide senior review of technical memorandums, environmental permitting documents, and other technical reports. 
    • Interfaces frequently with the AECOM project manager and client project manager. This is a management-level role requiring excellent communication skills, professionalism, and attention to detail on high-profile/high-stakes projects.

    Qualifications

    Minimum Qualifications: 

    • Bachelor’s degree in biology, environmental science, environmental engineering, land use planning, or a related field. 
    • 8 years of relevant experience or demonstrated equivalency of experience and/or education as an Environmental Compliance Manager on utility projects involving regulatory compliance, preconstruction surveys, and construction monitoring for a variety of environmental resources.  
    • Valid U.S. Driver's license is required. 
    • Due to the nature of the work, US Citizenship is required. 

    Preferred Skills/Experience: 

    • 15+ years of relevant experience in environmental compliance. 
    • Prior experience with gas utility company construction projects as an environmental compliance manager or senior compliance lead is highly desired.  
    • Familiarity with permit application requirements, and the typical challenges and strategies related to environmental permitting. 
    • Qualified SWPPP Practitioner (QSP) certification. 
    • Knowledge of and experience with the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA). 
    • Experience preparing and reviewing preconstruction and post construction reports and deliverables. 
    • Experience with staffing and budgets as a task lead or project manager. 
    • Experience in a client-facing role. 
    • Familiar with the agencies having jurisdiction over special-status species and hydrologic resources. 
    • Experience as a lead reviewer of technical reports. 
    • Experienced in developing project scopes and estimating project costs. 
    • Prior environmental consulting experience is highly desired. 
    • Positive attitude and adaptability to changing priorities in a fast-paced work environment. Solution-oriented and collaborative with project teams, including clients, construction contractors, and internal colleagues.
