Decentralized CTO Administrator Job Summary

The Decentralized Clinical Trials (DCT) Operations Administrator isa strategic role at Huntsman Cancer Institute responsible foradvancing decentralized clinical trial operations while expandingaccess to care on clinical trials for the patients HCI servesacross the five-state Mountain West, Utah, Idaho, Wyoming, Nevada,Montana. This position provides operational, and programmaticleadership for decentralized and hybrid clinical trial operations,with emphasis on strategically building the hub-and-spokeinfrastructure, workflows, partnerships, and service models neededto extend high-quality clinical trial services beyond the maincampus in Salt Lake City, Utah.

Serving as a clinical trials liaison to external entities, regionalpartners, affiliate locations, community-based organizations,sponsors, investigators, and operational stakeholders this positionsupports decentralized trial delivery and strengthens access toclinical trials throughout the region. The position advances theDCT Initiative that HCI leads as part of the Rural HealthcareInitiative and Area We Serve clinical trial operations, includingcoordination with the Rural Connections to Research program withinthe University of Utah Clinical Trials Support Institute Clinicaland Translational Science Institute (CTSI) where appropriate toalign regional access strategies.

Responsibilities
  • Serve as the operational administrator for HCI's decentralizedclinical trials portfolio, supporting advancement of clinical trialaccess and services across the five-state Mountain West.
  • Design, implement, and manage hub-and-spoke operations thatenable decentralized and hybrid clinical trial services acrossacademic, affiliate, community, rural, and frontier settings.
  • Serve as a clinical trials liaison to external entities,regional partners, affiliate locations, sponsors, investigators,and community-based organizations to strengthen trial delivery andpatient access throughout the region.
  • Lead planning, implementation, and ongoing management ofdecentralized trial components, including virtual visits,electronic consent, remote data capture, wearable technologies,remote monitoring, home-based services, and other patient-centeredtrial supports.
  • Together with OSP/OGC, manage contracts, service agreements,and operational relationships supporting decentralized trialactivities.
  • Advance the HCI-led DCT Initiative by coordinating clinicaltrial operations, regional workflows, external partnerships, andservice models that align with the Rural Healthcare Initiative andArea We Serve clinical trial priorities.
  • Support activation and ongoing management of participatingsites and service partners, ensuring operational readiness,consistent workflows, partner communication, and integration ofdecentralized services into active clinical trials.
  • Identify operational gaps and barriers in decentralized trialdelivery and implement scalable solutions that improve access,efficiency, quality, and participant experience.
  • Lead and support multidisciplinary teams by providing training,mentorship, and guidance on decentralized workflows, technologies,standard operating procedures, and good clinical practice in remoteand distributed settings.
  • Represent HCI in regional operational discussions related todecentralized trial delivery, access barriers, affiliateengagement, partner capabilities, and sustainable models forserving patients across the Mountain West.
  • Ensure compliance with FDA, ICH-GCP, NIH, sponsor, andinstitutional requirements, maintaining high standards forregulatory documentation, data integrity, participant safety, and audit readiness.
  • Develop, refine, and implement standard operating procedures,quality improvement initiatives, and corrective actions usingoperational data, performance metrics, and stakeholderfeedback.

Minimum Qualifications

Bachelor's degree in a related area or equivalency (one year ofeducation can be substituted for two years of related workexperience). Four to six years of progressively more responsiblemanagement experience. Background knowledge of hiring department'sarea of specialization in order to analyze, plan and drawconclusions for recommendations to superiors. Demonstratedleadership skills in planning and directing employees and processesin order to effectively monitor and develop subordinates and toensure the smooth operation of department. Master's degree in arelated area may be preferred.

  • Demonstrated expertise in trial operations, partner engagement,contract coordination, regulatory compliance, and clinical trialnetwork development.
  • Strong leadership, communication, and organizational skillswith the ability to manage complex, cross-institutionalinitiatives.
  • Ability to work independently and collaboratively across broadgeographic, institutional, community, affiliate, and clinicalsettings throughout the Mountain West.
