Job SummaryWe are looking for a Senior Environmental Specialist - Stormwater to join our Public Health and Environmental Quality team!The purpose of this position is to protect public health and the environment by ensuring compliance with federal, state, and local health and environmental regulations. This is accomplished by training, assisting, and providing mentoring to employees, assigning work and give guidance to team members, providing supervisor with feedback on employees' performance, reporting status of projects/programs to supervisor, conducting inspections activities, including responding to citizens' complaints, investigations, and pollution prevention activities. Other duties include assisting with the administration of various programs and completing administrative duties.
Essential Job Functions- Mentor employees by providing training and guidance to employees.
- Coordinates compliance of environmental reports/plans.
- Conduct HAZMAT/emergency response training as directed by Supervisor.
- Assign task to employees and provide supervisor with feedback on employee performance.
- Coordinate city waste disposal of hazardous materials.
- Assist personnel in the elaboration and submission of court citations and court summons.
- Participates in onboarding new employees to understand the core values, purpose, and direction of the department.
- Conduct inspections to ensure compliance with applicable regulations; issuing citations for establishments out of compliance and rechecking the establishments as needed.
- Oversees sanitary sewage cleanup and hazardous waste pickup by documenting and controlling cleanup activities; submitting follow up reports; testing surface water for impact; collecting samples; and responding to environmental emergencies on a rotational basis.
- Prepares requests for qualifications and bid by meeting with vendors and contractors; working out specifics on services needed; ensuring services are performed to specifications; solving any problems that may arise; and writing reports as needed.
- Responds to citizen complaints by taking complaints in person or over the phone; conducting tests or inspections as needed; providing information to the public; and assisting with the resolution of the complaint.
- Completes administrative duties by maintaining records; writing various reports; completing forms and paperwork; writing standard operating procedures; entering data into computer; writing letters and memos; writing program descriptions; designing and coordinating training programs for City employees.
- Assists with the marketing and administration of various programs by developing brochures and teaching materials; making various presentations; developing and writing the Storm Water Management plan and ordinances.
- Represents the department in various meetings and special events.
Minimum Qualifications- Education: Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent. Preferred degree in Natural Science with knowledge of environmental regulations.
- Experience: • Two (2) year experience working in a environmental quality/health related position.
- Licenses: Valid Class C Driver's License required
- Certifications Required: 40-hour HAZWOPER certificate within one year.
