Job description

Position: Sr. Digital Solutions Analyst

Location: Hybrid
Other Considerations: U.S. Citizen or Permanent Resident (Required)

POSITION SUMMARY

We are seeking a Sr. Digital Solutions Analyst to join our team. In this role, you will own the program’s digital solutions strategy — spanning the applications, tooling, and reporting infrastructure the OMEGA workforce depends on — and lead the group responsible for program-level and executive reporting.

You will set direction for how the program builds, governs, and measures its digital capabilities: shaping a multi-year roadmap, holding the line on platform governance and data quality, and translating delivery into outcomes that leadership can act on. Success in this role looks like tooling people actually use and reporting that leadership trusts.

RESPONSIBILITIES
  • Own the long-term strategy and roadmap for the program’s digital solutions portfolio — applications, workforce tooling, and reporting infrastructure — including intake, prioritization, and transparent trade-off decisions against available capacity
  • Design, implement, and govern the digital platforms OMEGA’s workforce relies on day to day (e.g., Power Apps, Power BI dashboards), applying andmaintainingestablished governance frameworks for these tools
  • Oversee the OMEGA Reporting & Metrics group,consolidatingprogram-level, executive, and contractual reporting for internal leadership and external VA stakeholders, and incorporating workstream-specific metrics supplied by workstream leads
  • Establish andmaintainstandards for data accuracy, metric definitions, refresh cadence, and dashboard usability so that program reporting is trusted and used as a decision-making instrument.
  • Evaluate emerging tools and platforms for fit against program-wide architecture, licensing posture, and sustainment capacity, coordinating with technical stakeholders across the workstream on adoption decisions
  • Engage the network of innovation and reporting stewards embedded across OMEGA workstreams to drive tool and dashboard adoption, capture enhancement requests, and support sustainment through a fractional, matrixed model
  • Partner with program leadership, delivery teams, and technical stakeholders to ensure digital solutions advance OMEGA’s mission of improving outcomes for veterans, their families, and caregivers
  • Collaborate with data, analytics, and engineering resources across the Delivery Intelligence and Automation team to ensure solutions integrate cleanlyprogram-wide
  • Manage direct reports supporting solution design and reporting operations, including performance management, professional development, and workload prioritization; resources across the workstream collaborate freely, though reporting linesremaindistinct
  • Present digital solution strategy, reporting insights, and program outcomes to executive stakeholders, with a focus on measurable impact and responsible stewardship of taxpayer resources
QUALIFICATIONS
  • Bachelor’s degree in Information Technology, Computer Science, Engineering, Business Administration, or a related field
  • 8–12 years of experience supporting enterprise IT programs, digital transformation, or solutions delivery
  • Demonstrated experience owning a digital solutions or application portfolio within a large enterprise or federal technology environment, including roadmap development and prioritization
  • Experience owning an enterprise reporting or business intelligence function, including executive-facingdashboardsand recurring contractual deliverables
  • Working knowledge of low-code application and business intelligence platforms (e.g., Microsoft Power Platform — Power Apps, Power BI, Dataverse) and the governance practices that keep them maintainable
  • Strong data and analytics fundamentals, including metric definition, report design, and data quality management
  • Experience evaluating and implementing emerging technologies and digital tools at enterprise scale
  • Experience managing and developing technical staff, including performance management and workload prioritization
  • Experienceadvisingprogram or executive leadership on technology strategy and solution design
  • Strong collaboration skills with the ability to work across delivery, data, and technical teams in a matrixed environment
