Position Summary
The Program Director provides strategic and day-to-day leadership for Cincinnati State's Technician Earn-and-Learn Concierge Service for the Southwest JobsOhio Region. The Director leads a coordinated, employer-centered service model that helps eligible JobsOhio-industry employers start or expand registered apprenticeships, for-credit associate-degree pathways, and non-credit pathways articulated to college credit. The position ensures that employers receive responsive, neutral, and practical guidance from initial outreach through incentive application, program implementation, milestone achievement, and ongoing follow-up.
This role requires a workforce leader who can combine operational discipline with trusted relationship management. The Director must protect provider neutrality while ensuring that the team advocates actively for employer needs, coordinates regional partners, and negotiates workable solutions when standard training schedules, formats, offerings, or timelines do not align with business operations.
Essential Duties and Responsibilities
Program leadership and contract performance
- Lead implementation of the Technician Earn-and-Learn Concierge Service in accordance with JobsOhio requirements, Cincinnati State policies, approved scope, budget, performance measures, and reporting expectations.
- Translate program requirements into clear operating procedures, service standards, workflows, staff expectations, and employer-facing practices.
- Serve as the primary operational contact for JobsOhio and the Concierge Lead; prepare for operating reviews, resolve implementation issues, and ensure timely completion of deliverables.
- Monitor employer reach, incentive applications, pathway launches or expansions, participant enrollment, milestone conversion, employer satisfaction, regional coverage, response time, and data quality.
Staff and caseload management
- Recruit, onboard, supervise, coach, and evaluate two part-time Concierge Advisors and a part-time Performance & Systems Analyst.
- Assign and rebalance employer portfolios based on geography, employer complexity, industry experience, relationship continuity, service intensity, and staff capacity.
- Provide direct employer support during launch, workload surges, complex engagements, or escalated negotiations.
- Maintain a workplace culture centered on responsiveness, collaboration, sound judgment, inclusion, accountability, and continuous improvement.
Employer and regional engagement
- Coordinate employer outreach and lead generation with JobsOhio, JobsOhio Network partners, workforce boards, OhioMeansJobs Centers, chambers, sector partnerships, education providers, and other regional organizations to expand participation and avoid duplication.
- Support employers of varying sizes and levels of readiness, including employers with no formal training infrastructure, informal OJT, stalled programs, retention challenges, capacity constraints, or multiple locations and providers.
- Ensure recommendations are based on employer needs rather than institutional preference; maintain employer choice and provider neutrality.
- Lead or support complex discussions with training providers to secure feasible schedules, delivery formats, locations, cohort structures, content, pricing, and implementation timelines.
Service quality and technical oversight
- Ensure consistent delivery of employer screening, high-level needs assessment, model-selection support, resource navigation, warm referrals, incentive application assistance, milestone documentation support, follow-up, and satisfaction tracking.
- Maintain working knowledge of registered apprenticeship, related technical instruction, OJT documentation, credit and non-credit education, articulation, cooperative education, employer match requirements, workforce funding, and incentive milestones.
- Review complex employer plans and referrals for accuracy, eligibility, feasibility, and alignment with business needs.
- Use employer feedback, performance data, staff experience, and the statewide community of practice to improve service delivery.
Systems, reporting, and stewardship
- Ensure complete, accurate, and timely employer activity records, pipeline information, satisfaction results, milestone data, and required reports.
- Oversee appropriate use of the CRM, Microsoft 365, digital intake and assessment tools, secure document management, dashboards, workflow automation, and approved AI-assisted administrative tools.
- Manage project resources responsibly and coordinate with Finance, Information Technology, Institutional Research, Marketing, Cooperative Education, the Workforce Development Center, and other College units.
- Participate in required training and the Concierge Lead's monthly community of practice and incorporate statewide guidance into regional operations.
Minimum Qualifications
- Bachelor's degree in workforce development, business, education, public administration, human resources, economic development, organizational leadership, or a related field.
- Five years of progressively responsible experience in employer-facing workforce development, talent development, education and training, economic development, or a closely related field.
- Three years of experience leading staff, complex projects, regional initiatives, or cross-organizational partnerships.
- Demonstrated success engaging employers of different sizes, industries, and levels of organizational maturity.
- Working knowledge of earn-and-learn models, including registered apprenticeship and credit or non-credit training pathways, or demonstrated ability to develop this expertise quickly.
- Experience using CRM, project-management, data-reporting, and Microsoft 365 tools to manage work and performance.
- Strong written, verbal, facilitation, negotiation, problem-solving, and relationship-management skills.
Preferred Qualifications
- Master's degree in a related field.
- Seven or more years of employer-facing workforce or talent-development experience.
- Experience with JobsOhio industries, registered apprenticeship, community colleges, Ohio Technical Centers, workforce boards, OhioMeansJobs, cooperative education, or credit articulation.
- Experience managing a grant-, contract-, or performance-funded initiative, including budgets, compliance, metrics, and formal reporting.
- Established relationships within the Southwest Ohio and tri-state workforce ecosystem.

Work Schedule and Conditions
