TWC is not considering applications from individuals who require sponsorship for an employment visa, including those with H1B visas or those currently on student or postgraduate visas. You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.
Position Summary:
The Texas Workforce Commission is seeking a dynamic and collaborative executive to serve as our Infrastructure Services Director (Director III). This critical role oversees and directs the agency's physical footprint, capital projects, and logistical operations.
The Director provides leadership over Construction & Facilities Management (CFM), Facilities Operations & Maintenance (FOM), Field Support Services (FSS), Warehouse Operations. This role demands a balance of operational foresight and mastery of state procurement, budgeting, and regulatory realities. The Director will optimize project lifecycles and ensure 100% compliance with safety and fire codes. As a key strategic partner, you will transform infrastructure operations through predictive maintenance, data-driven space planning, and process innovation, fostering a culture of excellence and elite customer service across the division. The Director will perform highly advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning, and will work under minimal supervision, with extensive latitude for the use of initiative and independent judgment. This position is located at 101 E. 15th Street, Austin, Texas.

You are a high-impact leader who masters complex logistics and ensures organizational resilience through proactive risk management, and meticulous fiscal stewardship. You approach every facilities decision with customer empathy - understanding and balancing the needs of both internal staff and external partners. You are comfortable building consensus across agency divisions and leading high-impact operational transformations. You lead with a compliance-driven and fiscally responsible mindset, ensuring that facilities and logistics modernization efforts are both secure and cost-effective. Your Core Capabilities:
- A Strategic Capital Lifecycle Manager: You have a proven track record of managing complex capital and non-capital construction projects. You leverage systems like CMMS and custom web tools to monitor project schedules, performance, and financial data to ensure timely delivery and prevent procurement bottlenecks.
- An Operational & Systems Optimizer: You drive modernization in facilities maintenance and warehouse operations. You use predictive metrics, encourage technological integration (such as AI and advanced tracking software), and streamline resource allocation to deliver exceptional customer service and achieve budget efficiencies.
- A Proactive Risk & Compliance Champion: You strictly monitor compliance with safety codes, fire regulations, and legislative mandates. You maintain up-to-date policy manuals, conduct annual reviews, and manage audits to eliminate organizational liabilities and secure agency physical assets.
- An Advanced Facility & Space Planner: You excel at navigating complex space planning and logistical challenges. You have experience with on-the-ground coordination with brokers for property acquisitions and disposals.
- A Transformational Leader: You build highly collaborative, high-performance teams. You foster accountability, mentor managers, and actively support professional growth.
Essential Job Duties:
- Strategic Leadership: Directs program activities and business functions across Construction & Facilities Management, Operations & Maintenance, Field Support, and Warehouse services. Establishes goals and objectives consistent with the agency's strategic plan.
- Fiscal & Procurement Stewardship: Formulates and oversees budget, reviews and approves major expenditures, and collaborates closely with Procurement and Budget divisions to ensure funds are properly encumbered.
- Construction & Capital Project Oversight: Provides direction on capital improvement plans. Promotes the use of web-based monitoring tools to track project schedules, performance, financial data, and risk analysis for both capital and non-capital projects.
- Facilities Maintenance & Technology Integration: Ensures that work orders are completed on time and within budget. Spearheads the selection and integration of modern CMMS platforms, ensuring robust functionality and ADA accessibility features.
- Field Support & Real Estate Operations: Oversees Field Support staff during critical transitions, including regional office integrations, standalone setups, and legislative tracking. Coordinates with staff and brokers for the maintenance and inspection of Agency-Owned Buildings (AOBs).
- Warehouse Management: Supervises warehouse operations to ensure safe, timely, and accurate asset delivery. Oversees physical inventory processes, and monitors spending to reduce operational budgets.
- Policy Development & Compliance: Develops, implements, and evaluates policies, procedures, and safety guidelines. Directs the annual review and update of policy manuals and coordinates division responses to legislative tracking and internal/external audits.
- Staff Supervision & Professional Growth: Supervises, mentors, and evaluates professional and technical staff. Directs professional development plans, promotes cross-divisional coordination, and holds the team to a high level of accountability and professional standard.
Experience and Education:
- Required Experience: Six (6) years of full-time experience in the oversight and direction of an agency program, OR six (6) years in strategic planning and policy development and implementation.
- Management Experience: At least three (3) years of the required experience must have been in an administrative management or supervisory capacity.
- Educational Substitution: Relevant academic credits may be applied toward non-supervisory experience qualifications for this position. - TWC Internal Path: One (1) year of full-time in-service TWC experience classified as a Director II with regular status will satisfy the minimum qualifications.
Knowledge, Skills, and Abilities:
- Thorough knowledge of local, state, and federal laws and regulations relevant to public facilities management, construction standards, safety/fire codes, and public administration.
- Skill in strategic facility planning, asset lifecycle management, and capital improvement programming.
- Skill in fiscal planning, budget management, and cost-benefit analysis for large-scale construction, maintenance, and logistics contracts.
- Skill in coordinating with external vendor partners, brokers, and stakeholders to maximize service delivery and cost-efficiency.
- Ability to establish program goals, objectives, and measurement metrics that support an overall agency business strategy.
- Ability to identify complex facilities and operational risks, evaluate alternatives, and implement robust, timely, and agile solutions.
- Ability to communicate effectively, negotiate, build consensus, and work collaboratively across agency divisions (Procurement, Budget, CFM, FOM, etc.).
- Ability to plan, assign, organize, and supervise the work of diverse technical and professional teams while promoting cross-divisional coordination and professional growth.
