Position Purpose

The Workforce Operations Engineering, Transformation & Strategy Lead partners with business leaders to drive effective workforce strategies, operational excellence, and associate engagement across the field. This role blends workforce analytics, process design, and HR business partnership to support current and future business needs.

This position leads and sustains workforce-related initiatives by translating strategy into actionable processes, managing change, and clearly communicating the "why" and "how" of change to field leadership and store teams, while aligning with company values and business priorities.

Position Responsibilities

Strategy, Workforce Operations & Business Support

  • Lead and support broad-scale workforce operations initiatives, integrating workforce planning, labour optimization, and associate engagement considerations.
  • Partner with Business, HR, Operations leaders, and other cross-functional partners to align workforce strategies with current and future business needs.
  • Influence leaders through workforce-related change initiatives by identifying risks, opportunities, and readiness impacts on field teams.
  • Apply internal and external industry trends to recommend improvements in workforce efficiency, talent practices, and operational execution.
  • Provide insights and recommendations to leadership to support labour planning, productivity, and operational decision-making.
  • Lead strategic workshops focused on workforce-related priorities and improving store-level execution.
  • Lead and support configuration changes within the Workforce Management (WFM) system to reflect labour model changes.

Process Design, Analytics & Continuous Improvement

  • Analyze workforce and operational data to identify trends, opportunities, and process improvement recommendations.
  • Validate current-state processes and collaborate with stakeholders to design scalable, future-state workforce solutions.
  • Lead the development of business requirements, process maps, user stories, and proof-of-concept initiatives.
  • Design and maintain reporting, dashboards, and analytical models to support workforce management and proactive decision-making.
  • Prepare financial analyses and forecasts to support workforce productivity and labour investment decisions.
  • Leverage analytics tools and methodologies to improve labour models, forecasting accuracy, and resource allocation.
  • Oversee and manage the maintenance of existing engineered labour standards and the implementation of new standards utilizing MOST (or similar) methodology.
  • Conduct in-depth analysis to determine organizational impacts resulting from revisions to engineered labour standards, SOP changes, or pilot program implementations.
  • Act as an internal consultant by developing and maintaining relationships with business partners, gaining an understanding of their business processes and vision, and presenting recommendations for process re-engineering.

Change Management & Field Communication

  • Develop and execute change management strategies that support effective adoption of workforce initiatives across stores and leadership teams.
  • Translate complex workforce concepts into clear, practical messaging for field audiences.
  • Communicate strategy, priorities, and process changes to ensure understanding, alignment, and consistent execution in the field.
  • Partner with store leaders to gather feedback, test assumptions, and refine solutions based on real-world application.
  • Create and deliver communication materials that explain the purpose, impact, and benefits of workforce initiatives.
  • Influence alignment and change adoption by bridging corporate strategy and field operations through purposeful two-way communication.

People, Partnership & Stakeholder Management

  • Foster strong collaboration with cross-functional partners including Stores, Operations, HR, IT, Finance, and external vendors.
  • Serve as a trusted advisor to leaders on workforce-related topics, combining business acumen, HR insight, and operational understanding.
  • Communicate effectively across multiple levels of the organization, adapting messaging for executive, field, and store audiences.
  • Build and present workforce and labour concepts at corporate, district, and store-level meetings.
  • Support a positive associate experience by ensuring workforce initiatives are fair, consistent, and aligned with company values.

Project Delivery & Execution

  • Lead project planning and execution for workforce initiatives, including scope definition, milestones, dependencies, and status reporting.
  • Coordinate with internal and external partners to deliver solutions through key phases, including design, testing, pilot, and rollout.
  • Identify and communicate benefits, risks, dependencies, and value throughout the lifecycle of initiatives.
  • Continuously assess progress, share lessons learned, and recommend adjustments to improve outcomes.
  • Ensure initiatives are implemented in a way that enables sustainable adoption in the field.

Experience & Knowledge Required

Education & Certifications

  • Bachelor's degree in Human Resources, Operations, or a related field preferred.
  • Lean Six Sigma Certification or similar methodologies to improve workforce processes, labour efficiency, and field execution preferred.
  • PMP designation considered an asset.
  • Change Management certification or designation preferred.

Experience & Skills

  • Strong analytics experience using workforce and operational data to support planning, forecasting, and data-driven decisions.
  • 5+ years of progressive experience in workforce operations, HR business partnership, process improvement, analytics, or related roles.
  • Demonstrated experience supporting or leading cross-functional initiatives in a retail, field, or multi-site environment.
  • Experience applying project management practices to large or complex initiatives.
  • Strong understanding of workforce planning, labour analytics, and operational processes.
  • Proven experience supporting or leading change management initiatives, including implementation planning, stakeholder alignment, and adoption monitoring.
  • Excellent written and verbal communication skills, with the ability to translate complex concepts into clear, actionable messaging for field leaders and store teams.
  • Ability to influence, consult, and partner effectively with leaders, HR teams, IT, and operational stakeholders at all levels of the organization.
  • Strong analytical, problem-solving, and organizational skills, with the ability to use data to inform decisions.
  • Demonstrated ability to manage multiple priorities in a fast-paced, evolving environment.
  • Retail, operations, or field-support experience preferred.
