 About the Role 

The Release Manager (RM) aligns and captures project work that shares a business and technology mission. The RM provides discrete assessable information relative to a project value stream. The value stream is characterized by actions supporting solutions that deliver benefit to the end-user. The RM works at the Release Train level and orchestrates and coordinates all Agile Release Duties as follows. 

  • Supports the designated office in NGA to ensure all facets to realize the value stream is accomplished for a particular Release Train, including software, hardware, firmware and others needed to define, implement, test, integrate, deploy, release and operate solutions.   
  • The RM will represent the Government Program, Project, and Segment Requirements Team at governance boards meetings for approval of new user needs and requirements as requested.  
  • The RM works with Contractor/Industry Partner software vendors, feature support engineers and product owners to synchronize efforts and ensure the capture of all vendor work into the appropriate JIRA and Confluence records.  
  • The RM maintains multiple release train and cadence schedules under an over-arching NGA Solution Train across multiple segments where necessary to ensure dependencies are satisfied and with other offices who are either stakeholders in development activities and/or have development activities that are dependent on functionality for their own capability build-outs.  
  • The RM integrates and synchronizes software requirements for Release Trains and coordinate with related Release Trains from other Projects and offices within and exterior to NGA to ensure all stakeholders are aware of development efforts and that delivered capability satisfies dependencies and cross-program functionality where required.    
  • The RM sets the cadence and pace for work accomplishment throughout the Program Increment. 
  • The RM coordinates with Mission Owners, Product Owners, Engineers, developers to integrate all on a common set of Program Epics and Features along with the timeline of accomplishment. 
  • The RM implements and updates the Agile approval framework for Epics and Features. 
  • The RM coordinates with other Release Train Engineers at various levels to ensure an integrated Solution Train to achieve a common objective. 
  • The RM maintains insight and understanding of work accomplishment, identifying any existing or potential roadblocks and proposing solutions for a way forward. 

About You 

The successful RM must possess all of the following requirements 

Requirements 

  • Active TS/SCI Clearance
  • Bachelor's degree plus 6 years of experience, or Masters plus 3 years of experience in Government Program and Information Technology Management or a related field.  
  • Demonstrated expertise in SAFe Agile 6.0 approach, principles, frameworks, and tools. 
  • Experience leading teams for modifying complex applications programs from specifications and Discrepancy Reports.   
  • Experience driving continuous development and integration  
  • Willing to work 100% Onsite in Springfield, VA.  
  • Must have Release Train Management Experience in the Intelligence Community, preferably with supporting the NGA 
  • Extensive experience using JIRA and CONFLUENCE. 
  • Desired Experience in NSG Tasking, Processing, Exploitation, and Dissemination (TPED) mission and the systems that enable that mission

  • Experience leading teams for modifying complex applications programs from specifications and Discrepancy Reports.

  • Experience in NSG Tasking, Processing, Exploitation, and Dissemination (TPED) mission and the systems that enable that mission

The Ideal Candidate will:

  • Certified SAFe 6.0 Practice Consultant
  • Proven SAFe 6.0 leader with experience orchestrating value delivery across software, hardware, and firmware to achieve mission outcomes.
  • Possess deep experience configuring and governing JIRA/Confluence records, enforcing parent-child relationships, applying standardized tags/labels, and ensuring end-to-end traceability.
  • Demonstrate skill in translating requirements into Solution/Program Epics and Features, with well-defined acceptance criteria and alignment to SAFe/RTM practices.
  • Have experience tracking dependencies and risks across release trains, using JIRA linkages, dependency boards, and regular reviews to resolve issues before they impact delivery.
  • Excellent communication skills to support enterprise-wide synchronization, status reporting, and collaboration with leadership and stakeholders.
  • Experience supporting the National Geospatial Intelligence Agency.
