ABOUT CJW CONTRACTORS INC.

CJW Contractors Inc. is a federal construction prime contractor headquartered in Herndon, VA, with active MACC/IDIQ task order positions across NAVFAC, USACE, USAF, NIH, and GSA. We operate on projects throughout MD, VA, DC, PA, FL, IN, and WA, delivering renovations, design-build, and new construction across a wide range of federal facility types. Our 40+ person team is built on a culture of quality, compliance, and client partnership. We are seeking an experienced Quality Control Manager to support our growing portfolio of active and upcoming federal construction projects.

POSITION OVERVIEW

The Quality Control Manager (QCM) serves as the primary point of accountability for all quality control activities on assigned projects. This role requires a seasoned federal construction professional who can independently manage the full CQC program lifecycle โ€” from plan development and submittal register generation through Three-Phase inspections, deficiency resolution, and Government QA liaison. The QCM will be embedded in the project field team and report directly to the Project Manager.

KEY RESPONSIBILITIES

Quality Control Plan Development & Administration

  • Develop, submit, and maintain a project-specific Construction Quality Control (CQC) Plan in strict accordance with UFGS 01 45 00, EM 385-1-1, and agency-specific requirements (NAVFAC, USACE, or GSA as applicable).
  • Maintain the approved CQC Plan as a living document throughout project execution; submit amendments as scope, key personnel, or site conditions change.
  • Serve as the designated CQC System Manager of record on all contract submittals and quality-related official correspondence.
  • Train project field staff, subcontractors, and foremen on CQC Plan requirements, inspection hold points, and documentation standards at project mobilization.

Three-Phase Quality Control Process

  • Lead and document all Preparatory, Initial, and Follow-Up inspection meetings in full compliance with the USACE/NAVFAC Three-Phase Quality Control program.
  • Ensure that no definable feature of work (DFOW) commences without a completed and documented Preparatory meeting, verified material approvals, and confirmed workforce qualifications and certifications.
  • Conduct and document Initial phase inspections to confirm work in place conforms to reviewed submittals, approved drawings, and applicable specifications before significant quantities of work proceed.
  • Execute Follow-Up inspections at appropriate intervals for all DFOWs; document conformance or issue and track deficiency notices through to verified closure.

Submittal Register Generation & Management

  • Generate a comprehensive submittal register at project inception, extracted directly from all applicable specification sections (Divisions 01 through 48 as applicable), capturing SD number, SD type, spec section, submittal description, contractor review requirement, and Government approval status.
  • Coordinate with all subcontractors and suppliers to establish and enforce a submittal schedule aligned with the project baseline schedule and long-lead procurement requirements.
  • Conduct thorough technical review of all submittals for compliance with contract drawings and specifications prior to forwarding to the Government QA representative โ€” no submittal shall be forwarded without full CQC Manager review and an appropriate action stamp.
  • Maintain a real-time submittal log, actively tracking submission dates, review durations, Government action dates, and resubmittal cycles; proactively escalate delinquent submittals to the Project Manager.
  • Interface directly with the NAVFAC or USACE QA office through established submittal portals (RMS, eCMS, or agency-designated platform).
  • Work directly with subcontractors to obtain timely submittals, conduct pre-submittal coordination meetings where necessary, and hold subs accountable to the approved submittal schedule.

Drawing & Specification Interpretation

  • Demonstrate high proficiency in reading and interpreting construction drawings across all disciplines โ€” architectural, structural, civil, mechanical, electrical, plumbing, fire protection, and geotechnical.
  • Identify conflicts, ambiguities, or discrepancies between drawings and specifications; initiate RFIs or design clarification requests in a timely manner to prevent work stoppages or non-conforming installations.
  • Maintain a current, complete set of contract documents in the field at all times, including all issued amendments, contract modifications, and approved shop drawings.
  • Cross-reference approved submittals against field conditions to verify installed work matches contract requirements before QC inspection sign-off.

Testing & Special Inspections

  • Coordinate, schedule, and witness all required special inspections and third-party materials testing (concrete, soils compaction, structural steel, welding, roofing, MEP systems, etc.) in accordance with the contract and the approved CQC Plan.
  • Review and interpret all testing reports; identify failing results and immediately initiate corrective action, re-testing protocols, and Government notification procedures.
  • Maintain a master testing and inspection log ensuring all required tests are performed at specified frequencies and that results are transmitted to the Government QA in a timely manner.

Deficiency Tracking & Non-Conformance Management

  • Issue, log, and actively track all Quality Deficiency Notices (QDNs) and Non-Conformance Reports (NCRs) from identification through verified closure.
  • Ensure no deficiency is closed without documented corrective action and, where required, re-inspection by the CQC Manager.
  • Prepare and submit required reports to NAVFAC/USACE documenting all open and closed deficiencies; maintain zero backlog of unaddressed non-conformances at any given time.
  • Proactively identify recurring deficiency trends by trade and address root causes with subcontractor leadership before patterns escalate.

Daily QC Reporting

  • Prepare accurate, thorough, and timely Daily QC Reports documenting: weather conditions, workforce counts by trade, DFOWs in progress, inspections conducted, tests performed, submittals received or transmitted, deficiencies identified or closed, and any safety or quality incidents.
  • Submit Daily QC Reports through the Government-designated platform (RMS, QCS, or eCMS) by the required daily deadline without exception.
  • Maintain a complete and organized project QC file (digital and/or physical) including all inspection reports, test results, submittal records, deficiency logs, and meeting minutes.

Government QA Liaison & Client Communication

  • Serve as the primary liaison between the contractor team and the Government Quality Assurance representative (NAVFAC ROICC, USACE QA, or Ownerโ€™s Representative).
  • Communicate professionally, proactively, and clearly โ€” both verbally and in writing โ€” with the Government QA on all matters related to quality, inspections, submittals, deficiencies, and project status.
  • Draft formal written responses to Government QA comments, cure notices, show cause letters, and deficiency notifications as directed by the Project Manager; responses must be professional, factually grounded, and submitted within contractually required timeframes.
  • Participate in all Government-led partnering sessions, quality review meetings, and contractor performance assessment discussions.
  • Maintain professional working relationships with base operations, facility managers, and tenant commands on active military installations.

Subcontractor Quality Oversight

  • Conduct quality control orientation for all subcontractors and major suppliers before work commencement, communicating CQC Plan requirements, inspection hold points, and submittal obligations.
  • Review and accept or reject subcontractor-tier quality control plans and inspection checklists where required by the contract.
  • Hold subcontractors accountable for timely submittal delivery, deficiency resolution, and active participation in the Three-Phase control process.
  • Document and escalate repeated subcontractor quality non-performance to the Project Manager for contractual action; provide written documentation supporting corrective action or cure notices.

Safety & Regulatory Interface

  • Maintain familiarity with EM 385-1-1 safety and health requirements as they intersect with quality control activities; coordinate with the Site Safety & Health Officer (SSHO) on shared inspection and documentation obligations.
  • Understand and apply base access, security clearance, and operational requirements specific to active military installations, including Navy installations in the DC Metro and Mid-Atlantic region.
  • Remain current on all applicable UFGS specifications, UFC design criteria, and agency-specific quality requirements relevant to the project scope.

MINIMUM QUALIFICATIONS

  • 10+ years of experience as a QC Manager or QC Specialist on federal construction projects (NAVFAC, USACE, GSA, or equivalent) โ€” 15+ years strongly preferred.
  • Current certification in Construction Quality Management for Contractors (CQM-C) issued jointly by USACE and NAVFAC โ€” must be active or obtainable within 60 days of hire.
  • Demonstrated experience across multiple project delivery methods including Design-Bid-Build, Design-Build, and IDIQ/MACC task order contracts.
  • Proven experience on diverse federal project types: renovation/alteration, ground-up new construction, PEMB/metal building systems, MEP-intensive facilities, and/or site civil work.
  • Proficiency with Government quality management platforms: RMS (Resident Management System), QCS, and/or eCMS.
  • Strong command of the USACE Three-Phase Quality Control system and demonstrated ability to train field staff in its application.
  • Demonstrated ability to independently generate, manage, and enforce a full submittal register across all specification divisions from raw spec documents.
  • High proficiency in reading and interpreting multi-discipline construction drawings and specifications independently.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook); familiarity with Procore or similar construction management platforms a plus.
  • Excellent written communication skills โ€” must be capable of drafting professional correspondence, formal QC reports, and deficiency notices independently without editorial support.
  • Strong verbal communication skills and demonstrated ability to work collaboratively with Government QA staff, subcontractors, design teams, and field personnel.
  • OSHA 30-Hour Construction certification required; First Aid/CPR preferred.
  • Must be a U.S. Citizen or Lawful Permanent Resident; ability to obtain and maintain a federal installation access credential (CAC or base pass) is required.

PREFERRED QUALIFICATIONS

  • Prior project experience on U.S. Navy installations in the DC Metro and Mid-Atlantic region โ€” including NSF Indian Head, NRL, NSF Dahlgren, Joint Base Anacostia-Bolling, or Naval Station Norfolk โ€” with familiarity with NAVFAC ROICC procedures and Navy base access protocols. This is strongly preferred.
  • Experience on active military installations requiring coordination with base operations, facility managers, and tenant commands during construction activities.
  • Familiarity with LEED documentation requirements, antiterrorism/force protection (AT/FP) standards, or UFC-driven design criteria.
  • Background in a specific technical construction discipline (structural, MEP, civil, or roofing) providing deeper inspection competency in that area.
  • Experience with Design-Build contracts in a federal context, including coordination with the Designer of Record and NAVFAC/USACE design review processes.
  • Familiarity with Davis-Bacon Act prevailing wage requirements and applicability to subcontractor workforce compliance documentation.
  • Experience supporting or leading NAVFAC or USACE contractor performance assessment responses (CPARS).

WORK ENVIRONMENT & CONDITIONS

  • This is primarily a field-based position; candidates must be able to perform inspections in all weather conditions, navigate active construction sites, and safely access confined, elevated, or restricted work areas.
  • Travel to project sites within MD, VA, and DC is routine; occasional travel to PA, FL, IN, or WA may be required based on portfolio needs.
  • Extended project assignments at or near the project site may be required during critical phases of construction.
  • Background investigation will be conducted as a condition of employment; prior federal installation access is advantageous.
