JOB FUNCTIONS AND KEY RESPONSIBILITIES:
The E&C Talent Program Manager is a strategic, senior-level individual contributor responsible for designing, leading, and continuously improving talent programs that support Engineering & Construction (E&C) professionals across disciplines. This role focuses on workforce technical capability needs & skills training, leveraging a strong understanding of operations, engineering, and construction environments to align talent strategies with business priorities. This position blends technical training, education program strategy, workforce planning support, and learning enablement to ensure E&C employees are equipped with the capabilities, experiences, and career pathways needed to perform safely, effectively, and at a high level.
  • Develop and lead comprehensive E&C talent programs that enhance workforce capability, including onboarding, early career development, rotational programs, and role-based learning strategies.
  • Translate engineering standards, procedures, specifications, and lessons learned into engaging training materials, courses, and learning paths; specifically in support of significant change initiatives related to E&C tools, systems, processes, and standards.
  • Partner with Engineering, Construction, Operations, and HR leadership to identify current and future talent needs and translate them into scalable talent and development solutions.\
  • Collaborate with HR to implement structured career progression frameworks, competency models, and capability roadmaps tailored to E&C roles.
  • Drive E&C talent strategy alignment with business objectives & technical capabilities, ensuring programs support operational excellence, safety, and long-term workforce sustainability.
  • Lead the design of engaging learning experiences and development initiatives, leveraging internal subject matter experts to ensure technical accuracy and relevance.
  • Establish and oversee E&C learning metrics, KPIs, and dashboards to measure program effectiveness, capability growth, and organizational impact.
  • Utilize data analytics and emerging technologies, including artificial intelligence, to inform E&C learning program decisions, personalize development pathways, and improve program outcomes.
  • Serve as a strategic advisor and partner with HR & E&C leadership on E&C workforce development programs & initiatives.
  • Oversee and evolve E&C specific onboarding programs for new hires, interns, and early career employees to accelerate productivity and engagement.
  • Collaborate with technical leaders to capture institutional knowledge, lessons learned, and best practices, ensuring they are embedded into talent and development programs.
  • Coordinate external partnerships, vendors, and industry organizations to deliver specialized learning, certifications, and benchmarking insights.
  • Promote a culture of continuous learning, knowledge sharing, and technical excellence across E&C.
  • Lead continuous improvement efforts by incorporating feedback from the field, audits, engagement surveys, and performance outcomes into program enhancements.
  • Ensure alignment with regulatory requirements, industry standards, and company policies as they relate to workforce capability and development.

MINIMUM QUALIFICATIONS
  • Bachelor's degree in Engineering, Business, Construction Management, Education, or a related field from an accredited university.
  • 8+ years of experience in training, learning strategy, or related roles, preferably supporting engineering, construction, or technical organizations.
  • Demonstrated experience designing and leading educational programs in a professional environment
  • Strong ability to partner with technical leaders and translate complex operational needs into scalable talent solutions.
  • Excellent communication, facilitation, and stakeholder management skills.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook) as well as working knowledge of common LMS technologies.
  • Ability and willingness to travel up to 25%.

PREFERRED QUALIFICATIONS
  • Experience in midstream oil & gas, energy, or heavy industrial environments.
  • Familiarity with engineering and construction workflows, roles, technologies, terminology, and competency expectations.
  • Experience supporting or integrating Learning Management Systems (LMS) within broader talent strategies.
  • Strong analytical capability, including experience with talent metrics, dashboards, and workforce analytics.
  • Knowledge of industry standards, regulatory requirements, and safety-driven workforce practices within E&C environments.
