We are searching for a Foreign Military Sales (FMS) Program Analyst to support our Patuxent River customer. The FMS Program Analyst supports program requirements, program schedules and performs other related tasks in support of FMS pre-case, case execution, reconciliation and case closure activities. They assist the Program Manager and Deputy Program Manager in the execution of all assigned program activities.

Functional Description: Supports the efforts and actions of the Case Manager/Program Managers/Team Lead for various Foreign Military Sales (FMS) programs. Supports program requirements, program schedules and performs
other related tasks in support of FMS pre-case, case execution, reconciliation and case closure activities, in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM) and the
International Traffic in Arms Regulation (ITAR) as well as applicable DoD Acquisition policy guidance. Assist the Program/Case Manager in the execution of all assigned program activities. Participate in meetings to
support program objectives and the Program/Case Manager. In support of the above functions, a Secret clearance is required for the position. Security Clearance level obtainable after assignment to position is acceptable. The
Contractor will determine security level achievability prior to placement. Analyzes program requirements, status, budget and schedules. Performs program management, technical, or business case analyses. Participates as a
member of and/or supports the specified Program Integrated Product Teams (IPTs); and IPT directed business meetings. Collect, complete, organize and interpret technical data and financial information relating to aircraft
acquisition and product programs for FMS requirements. Tracks program/project status and schedules. Applies policies and procedures for financial planning.

Task include, but are not limited to

  • Apply knowledge of office management, methods, and procedures in producing and maintaining documentation, correspondences, records, and/or directives
  • Establish and maintain associated correspondence logs, records and files
  • Assist in drafting various documents and correspondence in accordance with the Naval Correspondence Manual and NAVAIR instructions and policies
  • Analyze and track program requirements, status, budgets, schedules, and action items
  • Assist in the development and review of program presentations and briefings
  • Participate in meetings to support the Program Manager and Deputy Program Manager priorities
  • Collect, complete, organize and interpret technical data and financial information relating to the acquisition and sustainment of FMS requirements

Education Requirements:

A Bachelor's Degree from an accredited college or allowable substitutions. **** Allowable substitutions include an Associate's Degree and an additional two (2) years of experience; OR an additional four (4) years of experience.

Experience Requirements :

Required: At least three (3) years of experience performing duties described in the functional description.

Preferred: Two (2) years of experience in a business or technical position with FMS, Cooperative Programs and/or Security Assistance experience related to program requirements, schedules and other related tasks in support of FMS pre-case, case execution, reconciliation ad case closure activities.

Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.
