Job description

BASIC PURPOSE: To coordinate the administration of payroll systems, process all aspects of bi-weekly payroll and provide support for other administrative functions including development as needed.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Process bi-weekly payroll accurately and timely:
    1. Review timecards for compliance with CT wage and hour laws as well as internal policies.
    2. Reconcile all payroll uploads prior to submission.
    3. Monitor time off accruals, labor allocations, earnings & deductions, benefits, and leaves of absence including CT Paid Leave.
    4. Prepare/distribute detailed reports post-payroll, including but not limited to labor distributions/allocations, DOL, overtime, union, and pension contribution reports.
    5. Upload 403(b) contributions in accordance with DOL requirements.
    6. Act as principal liaison with payroll vendor.
    7. Interact with other departments to ensure proper flow and maintenance of employee data/information.
    8. Establish/maintain employee payroll records (electronic and hard copy).
    9. Submit and monitor garnishments.
  1. Oversee year end tasks:
  1. Collect information re: employer sponsored health insurance for W-2 reporting.
  2. Review and distribute W-2's.
  3. Collect information for pension compliance reporting.
  1. Monitor, maintain and update monthly ACA data for annual 1095 reporting.
  1. Assist with maximizing payroll and HR efficiencies in Paycom:
  1. Identify and/or create reports
  2. Set up and maintain dashboards
  1. Monitor and update union information through portal.
  1. Reconcile insurance invoices with payroll deductions monthly.
  1. Assist with IT Helpdesk administration.
  1. Provide information/reports for audits including annual independent financial audit, pension audit, W/C audit and various grant/program agency audits.
  1. Assist with various aspects of event management in support of Agency development activities.
  1. Aid in the development, maintenance and implementation of written policies and procedures as well as internal systems and processes that ensure quality payroll administration compliant with grants, contracts and state and federal laws etc.
  1. Assist with special projects as needed in the areas of payroll, human resources, development and general administration.

NON-ESSENTIAL DUTIES AND RESPONSIBILITIES:

Perform other related duties as assigned.

EXPERIENCE: 3+ years experience with automated payroll systems (100+ employees), preferably Paycom.

SPECIAL SKILLS: Attention to detail, ability to set up and maintain systems, task oriented, computer skills (MS Office), ability to work flexible hours.

PHYSICAL REQUIREMENTS: The ability to hear conversational voice, with or without a hearing aid, the ability to see and read newsprint with or without corrective lenses, to speak and be understood under normal circumstances. Must be able to drive including getting into and out of vehicle frequently, ability to climb stairs, bend and lift and reach.

PERSONAL CHARACTERISTICS: Ability to function within guidelines of Agency's core values and identification with Agency mission.

EDUCATION: Associates Degree in Accounting preferred.
