Job description

Summary
This position is assigned to Non-Appropriated Fund (NAF) Navy General Library Programs; Morale Welfare and Recreation (MWR) Joint Expeditionary Base Little Creek - Fort Story in Virginia Beach VA. The purpose of this position is to provide administration and management for a library program at a CNIC Headquarters (HQ) designated regional/installation library program, which may include oversight of CNIC HQ designated branch libraries.

Duties
Help
Duties include but not limited to:
Supervisory Duties 25%
- Supervises the work of employees, NF-03 and NF-04, engaged in library work which requires a high degree of professional judgement, technical skill and experience. May also supervise Active Duty personnel(s), contractors, student trainee(s), and/or volunteers.
- Performs the full range of supervisory duties including mentoring, assigning work, defining priorities, selecting and recommending applicants for hire.
- Recommends pay adjustments/awards.
- Recommends and executes training.
- Initiates corrective actions and recommends formal corrective/disciplinary actions as warranted.
- Implements personnel action requests (SF-52) and ensures timekeeping documents are submitted in accordance with local direction.
- Ensures interviews and selections of new hires are performed in accordance with established hiring practices.
- Leads and instructs subordinate staff in administering traditional and non-traditional library programs that support diverse cultural, educational, and recreational community activities.
- Oversees the day-to-day operations of the library program to which assigned; assists with staffing, training, program planning and scheduling.
Program Management 50%
- Responsible for planning, budgeting, coordinating, publicizing, marketing, and executing library programs that include the Annual Summer Reading Program, early literacy programs, and other library events and activities for patrons of all ages and diverse backgrounds.
- Establishes installation library program's goals and priorities. Ensures progressive program development and technological advancement commensurate with military and municipal library systems.
- Maintains currency in library management trends, technology, techniques and materials. Applies knowledge to create and achieve program goals and objectives.
- Coordinates leisure skills development activities that support the library and MWR missions.
- Utilizes on-line databases, computer systems, and approved software to facilitate budget execution, circulations, technical services, and reference duties.
- Provides general reference and reader advisory services.
- Performs accurate descriptive cataloging or copy cataloging by creating new bibliographic records or by modifying existing records to match items on hand with the CNIC HQ Library Program approved Integrated Library System.
- Leads library collection development projects.
- Develops contacts and creates professional proposals, execution of agreements and follow-ups.
- Develops library programs, services, publicity and marketing materials for review and approval.
- Partners with other MWR programs and personnel to promote library activities and provide programming assistance to MWR programs.
- Seeks ways to promote and market library services through outreach opportunities on base which include but are not limited to Child Development Centers, base leadership meetings, staff indoctrinations, and other group functions or gatherings.
- Advises senior leadership on program related operational impacts.
Administration 25%
- Provides administrative duties and support through after-action reports, data collection and database administration.
- Responds to data calls and accurately reports program utilization and metrics.
- Solicits input from all library staff regarding internal short and long-range goals, business plan objectives, and program standards to solidify a team environment and maintain a broad view of circulation, technical, and programming services provided.
- Monitors the library program to ensure that standards are met or exceeded.
- Routinely evaluates and reviews the ongoing programs and provides the installation leadership with guidance that may develop, adapt, modify, expand, or otherwise change the program activity to better meet and enhance the expected effectiveness of the library program.
- Generates and implements standard operating procedures, marketing plans, technology plans and annual strategic plan.
- Performs regular analysis of projects and programs; considering operating budget, staffing requirements, plans, trends, command mission and changing population.
- Ensures library facility and activities meet established fire, safety, security, and sanitation guidelines.
- Takes timely action to correct deficiencies through coordination with appropriate entities.
- Monitors associated contracts, Memorandums of Agreement or Understanding in Area of Responsibility
- Assists in the planning, designing of construction and renovation projects.
- Accurately purchases and/or procures items per DoD/DoN policies, procedures, and guidelines.
- May act as Approving Official for government purchase cardholders with the Area of Responsibility.
- Ensures inventory control on all property pertinent to the operation of the program and facility.
- Promotes customer service awareness and demonstrates excellent customer service to all professional and patron contacts.

  • Must possess and maintain a current driver's license to drive a government vehicle in the performance of duties.
  • Ability to lift, pull, push and carry 45 pounds. and occasionally required to lift heavier items.
  • Incumbents must satisfactorily complete all child care background check requirements in accordance with DoDI 1402.05, to include Navy Installation Records Checks (IRCs) and a Child Care Tier 1 investigation processed through DCSA.

A qualified candidate must possess:
  • Thorough knowledge of the theories, principles and practices of professional librarianship, particularly in the areas of archival and reference services, materials selections, cataloging, classification, organization and retrieval.
  • Knowledge of the trending scope of library activities, financials, technology and their suitability in the Navy Library Program for individuals and groups of varying demographics, ages and interests.
  • Knowledge of program policies and regulations covering library and information services.
  • Skilled in library programming planning and execution.
  • Skilled to make authoritative recommendations on collection development and source selection to instruct clientele in how best make use of library resources and provide training in end-user search systems.
  • Skilled in data analytics.
  • Skilled in budget creation and execution.
  • Skilled in the use of computers and technology devices.

Education
To qualify for this position incumbent must meet the occupational basic requirements IAW with OPM's qualification standards:
A master's degree in Library Science from an ALA accredited institution AND three years of progressively responsible library-related work experience that includes one full year of supervisory experience.
