Joint Force Development & Training HICON Event Planning Action Officer

Location: Huntsville, AL
Clearance Required: Active TS/SCI
Travel: Up to 25% CONUS/OCONUS
Position Type: Full-Time

Position Summary

We are seeking an experienced Joint Force Development & Training HICON Event Planning Action Officer to support the U.S. Space Command Joint Force Development and Training Directorate (J7). This position provides exercise planning, coordination, and execution support for High Control (HICON) emulation activities supporting Tier 1 and Tier 2 exercises, tabletop exercises (TTXs), wargames, and seminars.

The ideal candidate will have experience supporting Combatant Command-level training events, Joint Exercise Life Cycle (JELC) planning, and senior leader coordination in classified environments.

Key Responsibilities

  • Serve as the primary Action Officer for HICON/Emulation planning and execution support.
  • Coordinate and support exercises, wargames, tabletop exercises, and training events.
  • Attend In-Progress Reviews (IPRs), planning conferences, and Joint Exercise Life Cycle (JELC) events.
  • Develop and maintain Plans of Action & Milestones (POA&M), schedules, and project roadmaps.
  • Coordinate logistics, staffing, security, and operational planning for supported events.
  • Prepare executive-level briefings, reports, meeting minutes, and after-action products.
  • Conduct post-exercise reviews, hotwashes, and after-action reporting.
  • Track travel requirements and annual funding projections.
  • Synchronize with government stakeholders and technical representatives to ensure mission success.
  • Support planning and execution activities in both classified and unclassified environments.

Required Qualifications

  • Active TS/SCI clearance required prior to start date.
  • Bachelor's degree and 8+ years of relevant military, government, or contractor experience.
  • Experience supporting Combatant Command exercises, wargames, or operational planning activities.
  • Strong understanding of Joint Exercise Life Cycle (JELC) processes.
  • Experience developing executive-level presentations and reports for senior military leadership.
  • Ability to manage multiple projects and shifting priorities in a fast-paced environment.
  • Strong written and verbal communication skills.
  • Proficiency with Microsoft Office Suite and Microsoft Project.

Preferred Qualifications

  • Prior experience supporting U.S. Space Command or other Combatant Commands.
  • Knowledge of space operations, homeland defense, or integrated joint warfighting concepts.
  • Experience supporting multinational exercises and interagency coordination.
  • Prior military operational planning or exercise control experience.

Work Environment & Travel

  • Work may occur in secure government facilities.
  • Some evening, weekend, and extended-hour support may be required during exercise execution.
  • Travel may include both CONUS and OCONUS support.
