About the Community Economic Defense Project:
The Community Economic Defense Project (CEDP) is a Colorado-based nonprofit. Launched in 2020 as the COVID-19 Eviction Defense Project, our organization was formed to keep our neighbors housed during the pandemic. Working with clients, we built a deeply integrative approach to eviction, foreclosure, and homelessness prevention that centers the legal and financial needs of housing-insecure families and uses a variety of tools to keep them housed.
Our team now serves more than 1,000 people per month, bringing together housing lawyers, economists, data analysts, policy experts, organizers, and technologists to serve our clients. We have served more than 68,000 low-income Coloradans across 54 counties, distributing more than $280 million in emergency assistance. We have also contributed to the passage of major legislation to prevent eviction, stop economic abuse, and make credit and life-saving medication cheaper. CEDP's model has been cited as a best practice by the White House and HUD in 2022-2023, and think tanks like the Urban Institute, and in the media.
Building on our work to stop evictions, CEDP has further expanded its integrated services model to include disaster response, predatory towing, debt collection, benefit access & navigation, long-term rental assistance, and homelessness response. Similar to CEDP's work on rental housing, these efforts offer a continuum of care that includes navigation and advisory services, targeted payments, legal support, and the ability to participate in advocacy.
Project Overview
CEDP is seeking a web design and development partner to lead a full redesign of the organization's website. Since our last major website update, CEDP's reach and impact have grown significantly, including supporting more than 50,000 individuals, distributing over $200 million in financial assistance, expanding statewide programs, and helping advance meaningful policy changes.
The current site no longer reflects the scale of CEDP's work or makes it as easy as it should be for people to quickly access help. The redesigned site should be welcoming, mobile-first, accessible, easy to navigate, and built on a user-friendly CMS that CEDP staff can maintain confidently after launch.
CEDP staff will write all website copy. The selected partner will be responsible for design, development, information architecture, CMS setup, bilingual infrastructure, content migration support, accessibility, launch support, documentation, and staff training.
The redesign must include the following pages. Pages marked NEW require building from scratch. Pages marked REDESIGN require a full rebuild of existing content and structure.

    A clear, accessible entry point that explains who CEDP is, what we do, our integrated model, client pathways, and updated impact statistics.
  • Get Help - REDESIGN
    A crisis-responsive page with clear triage, a prominent tap-to-call phone number, after-hours intake options, bilingual access, and CMS-driven program entries that staff can update independently.
  • CED Law - REDESIGN
    A plain-language explanation of CED Law, how it relates to CEDP, who it serves, and how clients can access intake forms.
  • Careers - REDESIGN
    A page highlighting CEDP's culture, benefits, and CMS-powered job listings that staff can update independently.
  • News & Press - REDESIGN
    A functional press and media resource with media contact information, curated press coverage, organizational updates, downloadable press resources.
  • Team - REDESIGN
    A CMS-powered team page with staff pictures and titles that can be added, edited, or removed without developer support.
  • Our Work / Programs - NEW
    A structured overview of CEDP's programs and services, organized for clients, partners, funders, and policymakers. This section must be CMS-driven so staff can add or update programs as CEDP's work evolves.
  • Legislative Wins - NEW
    A timeline of legislation CEDP has passed, shaped, or influenced, with plain-language summaries of impact. This page must be CMS-powered so the policy team can update it independently.

Our Audiences
The redesigned website must serve five primary audiences. Understanding how each audience uses the site, and what they need to find quickly, is central to this project.
Clients seeking help
This is the site's most important audience. Many clients come to CEDP while facing an active crisis, such as an eviction notice, towing charge, utility shutoff, or other urgent threat to their stability. They may be using a mobile device, have limited time, or need information in a language other than English. The redesign must make the path to help immediate, clear, and easy to access, with prominent bilingual navigation and intake options throughout.
Job candidates
CEDP recruits attorneys, advocates, paralegals, program staff, and operations professionals. Prospective candidates often research the organization carefully before applying and need to understand CEDP's culture, structure, benefits, values, and the distinctive nature of the work. The redesigned Careers page should better reflect the organization and help strong candidates see themselves in the work.
Press and policymakers
Journalists, policymakers, and other public-facing stakeholders need quick access to CEDP's impact data, policy work, legislative record, leadership contacts, and press materials. CEDP has significant press coverage and a strong policy record, but those assets are not currently easy to find or well represented on the site.
Community partners and organizations
CEDP works closely with referral partners, legal aid organizations, social service providers, and community-based organizations. These partners use the website to understand CEDP's services, refer clients, identify points of contact, and stay current on the organization's work. The site should make it easy for partners to quickly understand what CEDP does, who we serve, how to make a referral, and how to connect with the appropriate team.
Government agencies
CEDP collaborates with local and state agencies. These audiences use the site to understand CEDP's model, scale, research, policy work, and programmatic impact. The redesign should make CEDP's credibility, reach, and accomplishments clear, while making relevant data, legislative wins, and contact information easy to find.
Funders and philanthropic partners
Current and prospective funders use the website to evaluate CEDP's impact, credibility, and strategic direction. They need clear, accessible information about program outcomes, scale, financial stewardship, and opportunities for investment. The redesigned website should highlight CEDP's results through data and storytelling, make reports and key metrics easy to find, and communicate the organization's vision for growth. It should also provide clear pathways for engagement, including ways to give, partner, or connect with relevant staff.

Budget:
Funding allocation for this engagement will be determined following review of the consultant's proposal and proposed fee structure.
