Job description

Overview

CVP is seeking a Senior Project Manager to lead delivery for NIH Web Services, which hosts and maintains the NIH Enterprise Service Bus and SOA platform using MuleSoft Anypoint Platform and CloudHub. The platform handled approximately 44 million API hits in FY25 and serves 216 users. 


Responsibilities

  • Own O&M, enhancements, and modernization delivery for the NIH ESB/API platform 
  • Manage scope, schedule, cost, backlog, and release planning 
  • Coordinate dependency management and change/security processes through TRB/CAB and ARB 
  • Oversee SLA performance, high-volume API service management, and Tier II/III support 
  • Lead EPLC artifact production and stakeholder coordination 
  • Support FedRAMP Moderate operations and DevSecOps/CI-CD delivery 

Qualifications

  • Must be eligible to obtain a Public Trust clearance
  • BS/BA + 8 years of relevant experience; OR MS/MA/MBA + 5 years; OR 13 years of relevant experience in lieu of degree
  • 10+ years of IT project/program management experience
  • 3+ years managing comparable-scope federal application efforts
  • Federal EPLC/Agile delivery experience
  • Working knowledge of MuleSoft Anypoint Platform/CloudHub, ESB/SOA and API-led connectivity, System/Process/Experience API lifecycle, and Oracle/MS SQL Server backends 
  • Familiarity with FedRAMP Moderate operations, FIPS 140-2, NIST 800-53, and TLS 1.2 requirements 

Desired Skills

  • FISMA Moderate/RMF/ATO/JCAM and Public Trust Moderate (Tier 2) eligibility 
  • On-site availability when directed 

Salary Range: $160,000 - $180,000 (depending on experience)
