SharePoint Online Web Developer

Location: Washington, D.C. (On-site)

About the Role: Join our team supporting the U.S. Citizenship and Immigration Services (USCIS) as a dedicated SharePoint Online Web Developer. You will play a critical role in the day-to-day operational and maintenance support of USCIS's Intranet web-based platforms. This includes ensuring the efficiency, security, and continuous improvement of their critical internal communication and collaboration tools. Your expertise will be vital in enhancing existing custom applications, web administration, infrastructure support, troubleshooting, content migrations, governance, and overall system management.

Key Responsibilities:

  • Manage, configure, modernize, test, and deploy SharePoint Online Intranet web features and functionality across various business communities to address complex operational requirements. This includes, but is not limited to:
    • Security settings, permissions, and access rights management.
    • Content and records management solutions.
    • Development and maintenance of custom workflows, forms (e.g., PowerApps, InfoPath), and web parts.
    • Reporting capabilities and site navigation/templates.
    • Scripting (PowerShell, JavaScript) and taxonomy support.
    • Office Web Applications integration and enterprise search configuration.
    • Website branding and user experience enhancements.
  • Provide expert analytical, technical, and operational support for existing custom SharePoint applications, including development, testing, deployment, documentation, troubleshooting, and integration with other authorized software toolsets.
  • Collaborate on analysis, troubleshooting, and integration of SharePoint Online web applications with various USCIS Commercial Off-The-Shelf (COTS) and in-house systems, such as ServiceNow, SalesForce, Project Server, Customer Relationship Management (CRM) tools, and other Office 365 services.
  • Provide technical support and expert guidance in managing, coordinating, and implementing SharePoint Online web application migrations, including content, site, or infrastructure migrations for the user community.
  • Track and manage all Intranet site repositories, ensuring proper organization and access.
  • Develop and deliver comprehensive site metrics and audit reports, including site traffic, unique visitors, number of groups/users, workflow/list usage, and compliance.
  • Apply industry best practices for building and configuring SharePoint site collections, including naming conventions, structure, and sizing.
  • Ensure strict adherence to Department of Homeland Security (DHS) and USCIS security guidelines and principles for all web applications.
  • Assist federal and contractor staff with the planning, maintaining, and updating the official Intranet governance documentation for ECN (Enterprise Collaboration Network) and USCIS Connect web applications.
  • Develop and maintain weekly status reports detailing help desk, training, development, and operational activities.
  • Participate in and lead weekly status meetings with government stakeholders to discuss progress, analyze issues, identify risks, and resolve SharePoint Online web-based challenges.
  • Provide bi-monthly reports on the health of site repositories, identify potential trouble trends, and maintain an updated inventory of all site repositories.
  • Organize and manage monthly facilitator and site owner meetings to foster user engagement and address community needs regarding ECN and USCIS Connect.

Qualifications:

  • Bachelor's degree in Computer Science, Information Technology, or a related field, or equivalent practical experience.
  • Minimum of 5+ years of experience with SharePoint development, administration, and operations & maintenance, with a strong focus on SharePoint Online.
  • Proven experience with SharePoint Online customization, including:
    • SharePoint Framework (SPFx) development.
    • PowerShell scripting for SharePoint administration.
    • JavaScript, HTML, CSS development for front-end customization.
    • Power Platform (Power Apps, Power Automate/Flow, Power BI) experience.
  • Experience with SharePoint migration strategies and tools.
  • Solid understanding of SharePoint architecture, security, governance, and content management.
  • Experience integrating SharePoint with other enterprise applications (e.g., CRM, ServiceNow, Salesforce).
  • Strong troubleshooting and problem-solving skills for complex SharePoint issues.
  • Excellent written and verbal communication skills, with the ability to articulate technical concepts to non-technical stakeholders.
  • Ability to work independently and as part of a team in a fast-paced environment.
  • Must be eligible to obtain and maintain a Public Trust security clearance.

Preferred Qualifications:

  • Microsoft 365 Certified: Developer Associate or other relevant SharePoint/Microsoft 365 certifications.
  • Experience supporting government agencies, particularly DHS or USCIS.
  • Familiarity with Agile development methodologies.
