Job description

Title: Web Designer/Developer Sr. (contingent 034)

Location: APG, MD OR remote

Ability to obtain and maintain a secret security clearance.

Provide web design and development services in support of CPE IEW&S communication and information platforms. This includes complex coding, maintenance, analytics, marketing integration, and user education. Produce uniquely tailored products that meet the specific needs of the organization.

  • Proficient in web programming, server operations, and the development of custom applications.
  • Design, develop, and maintain custom websites and applications, including those that are not form-driven and require advanced programming capabilities using multiple languages such as HTML5, CSS, JavaScript, Python, PHP, and SQL.
  • Develop and implement front-end user interfaces and back-end functionalities across various platforms to support both public-facing and internal websites.
  • Provide limited support to graphics related efforts for the organizations SharePoint page and other internal content management systems.
  • Use analytics and monitoring tools to assess site performance and user behavior and make data-driven recommendations to improve usability and experience.
  • Build and support event registration and information sites with customized features tailored to mission requirements.
  • Ensure compliance with DoD and Army cybersecurity and accessibility standards when developing and maintaining web assets.
  • Develop technical documentation and configuration settings related to web security, backup procedures, and overall site architecture.
  • Provide backup support for digital and social media platforms, ensuring consistent messaging and alignment with web content strategies.
  • Provide back up support for other graphics related functions, including but not limited to event photography and production of awards.
  • Responsible for overseeing all aspects of web design projects, including leading creative direction, managing project timelines, collaborating with other developers, ensuring user experience, and maintaining brand consistency across a website. Must possess advanced technical skills in responsive design, wireframing, and visual design to create effective and user-friendly websites.
  • Responsible for bi-annual major design updates to website, including incorporation of 3d models and other interactive technology. Extensive experience in web design, including responsive design principles.
  • Strong understanding of user experience (UX) design methodologies.
  • Excellent visual design skills and attention to detail. Proficiency in design software like Adobe Creative Suite and other web development programs.
  • Utilizes knowledge of operating systems such as UNIX, Windows NT, TCP/IP.
  • Provides support to other developers responsible for ongoing day-to-day operations and maintenance of the website, including maintaining system security, modifying configuration settings and backing up the system.
  • Strong communication and presentation skills to effectively convey design ideas.
  • Awareness of accessibility guidelines and best practices for web design.

Education/ Experience:

  • Bachelor’s degree - Computer Science, Software Development, Graphic Design, Computer Information Systems, Web Design.
  • A minimum of ten (10) years’ experience with demonstrated knowledge in conceptualization, layout, typography, photography, illustration, Web Design and animation, production, and prepress work with five (5) or more years of professional Web development/coding experience in: Photoshop, Dreamweaver, PowerPoint & other design tools as well as HTML, DHTML, CSS, JavaScript, XML.
  • Substitution: Associates degree and minimum twelve (12) years' experience in the field of Computer Science, Software Development, Graphic Design, Computer Information Systems, Web Design. Additional years’ experience can substitute for field of study.
  • Design, develop, and maintain custom websites and applications, including those that are not form-driven and require advanced programming capabilities using multiple languages such as HTML5, CSS, JavaScript, Python, PHP, and SQL.
  • Utilizes knowledge of operating systems such as UNIX, Windows NT, TCP/IP.
  • Knowledge of Photoshop, Dreamweaver, PowerPoint & other design tools as well as HTML, DHTML, CSS, JavaScript, XML.
