This is not a traditional Human Resources position.

Position Overview
The Director of People, Culture & Experience serves as the agency's senior leader for workforce strategy, organizational culture, talent acquisition, employee engagement, leadership development, and human resources operations.
This position oversees the entire employee lifecycle-from recruitment and onboarding to professional development, employee engagement, performance management, and offboarding-while ensuring compliance with employment laws, Head Start regulations, licensing requirements, and grant-funded program standards.
What You'll Do:
Shape Organizational Culture
• Lead initiatives that strengthen employee engagement, retention, and workplace satisfaction.
• Develop recognition and appreciation programs.
• Conduct employee surveys, stay interviews, and listening sessions.
• Serve as a trusted advisor to employees and leadership.
Create an Exceptional Employee Experience
• Design engaging onboarding experiences that connect employees to our mission from day one.
• Develop meaningful offboarding and knowledge-transfer processes.
• Build leadership development and succession planning programs.
• Support employee wellness and work-life balance initiatives.
Lead Talent Acquisition
• Oversee recruitment and hiring efforts.
• Build workforce pipelines and community partnerships.
• Promote Tri-County as an employer of choice.
• Manage LinkedIn recruitment and employer branding efforts.
Support and Develop Employees
• Oversee benefits administration and leave management.
• Administer performance management systems.
• Coach supervisors and managers on employee development and accountability.
• Foster a culture of continuous learning and growth.
Ensure Compliance and Operational Excellence
• Manage employee relations and workplace investigations.
• Oversee personnel administration, payroll issue resolution, and HR systems.
• Ensure compliance with employment laws, grant requirements, Head Start standards, and licensing regulations.
• Support agency monitoring reviews, audits, and risk management efforts.
What We're Looking For:
Required Qualifications
• Bachelor's Degree in Human Resources, Organizational Development, Business Administration, Public Administration, or related field.
• Five or more years of progressive Human Resources or People Operations leadership experience.
• Strong employee relations, talent management, and leadership development experience.
• Exceptional communication, coaching, and relationship-building skills.
Preferred Qualifications
• Master's Degree in a related field.
• SHRM-CP, SHRM-SCP, PHR, SPHR, or equivalent certification.
• Experience in Community Action, Head Start, nonprofit, government, or grant-funded organizations.
• Experience with federal and state monitoring requirements.
