Overview LMI is seeking a Mid-level Project Lead to provide support to the Industrial Base Analysis and Sustainment (IBAS) Program within the Office of the Assistant Secretary of War for Industrial Base Policy (OASW(IBP)). This is a hybrid position which serves as the Project Lead for Kinetic Capabilities Organic Industrial Base (OIB). Candidates must reside in the Washington, DC area/within a commutable distance to the client in Alexandria, VA. Visit to the client may be required as needed and may be on short notice. This position requires an active SECRET security clearance with the ability to obtain and maintain a TOP SECRET clearance. Responsibilities * Serve as Project Lead on kinetic capabilities organic industrial base (OIB) portfolio. * Analyze the health, capacity, and modernization needs of the DoW OIB supporting kinetic weapon systems, munitions, and precision fires. * Assess production capabilities, manufacturing constraints, workforce readiness, and supply chain risks affecting government-owned industrial facilities. * Develop strategies to strengthen surge capacity, resilience, and sustainment of critical kinetic capabilities. * Conduct industrial base assessments supporting missiles, ammunition, artillery, armored systems, air defense, and other conventional weapons. * Evaluate investments in advanced manufacturing, automation, digital engineering, and modernization initiatives across depots, arsenals, and ammunition plants. * Support planning for production expansion, technology transition, and public-private partnerships. * Coordinate with DoW, military services, defense contractors, and other federal agencies to address industrial base challenges. * Prepare executive briefings, strategic assessments, decision papers, and recommendations for senior leaders. * Monitor risks related to critical materials, supply chains, and manufacturing capacity affecting kinetic weapon production. * Support acquisition, sustainment, and industrial base policy initiatives aligned with National Defense Strategy priorities. Qualifications Required Qualifications: * Must possess an active SECRET security clearance with the ability to obtain and maintain a TOP SECRET clearance. * Bachelor's degree in engineering, business, defense studies, public policy, supply chain management, or a related field (master's preferred). * 5+ years of experience supporting DoW acquisition, industrial base analysis, logistics, or defense manufacturing. * Knowledge of the OIB, including Army depots, arsenals, ammunition plants, naval shipyards, and Air Logistics Complexes. * Experience with kinetic weapon systems, munitions production, or weapons sustainment. * Familiarity with defense acquisition, industrial base policy, and modernization initiatives. * Must be a detail-oriented self-starter with at least five (5) years of hands-on experience in industrial manufacturing or research, development, test, and evaluation (RDT&E) with demonstrated experience in either a) facilitation of a manufacturing production site or b) product lifecycle management/engineering. The candidate must have a history of direct experience with hardware development or sustainment gained during employment within a U.S. Military Service, Major Command, OSW-level staff, or an industrial firm (defense industrial base preferred). * Exceptional analytical and communication skills, with the ability to distill complex industrial base issues into clear, concise written reports and oral presentations for senior leadership. * A proven ability to work effectively within a high-tempo, team-oriented environment, contributing to collaborative problem-solving while maintaining a high degree of professional poise. * Expertise with modern office tools, including the Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint). Desired Qualifications: * Experience supporting the Office of the Secretary of War, military headquarters, or defense industrial base programs. * Knowledge of Industrial Base Analysis and Sustainment (IBAS), Defense Production Act (DPA) authorities, and manufacturing readiness assessments. * Experience with data analytics, strategic planning, and portfolio management. * DAWIA/DAU acquisition certification or equivalent is desirable. * Demonstrated experience navigating the DoW acquisition lifecycle and the Planning, Programming, Budgeting, and Execution (PPBE) process to identify and mitigate industrial base risks. * Proven ability to effectively brief, interact with, and provide counsel to senior military leaders, including Flag and General Officers * Expertise in applying sound scientific, program analysis, and systems engineering concepts and methodologies to solve complex advanced manufacturing technical and programmatic challenges. * Experience leading the on-site implementation of relevant project plans and ensuring cost, schedule, and performance objectives are met. * Professional certification as a Project Management Professional (PMP), Certified Systems Engineering Professional (CSEP) or a recognized equivalent. * Certification in Lean Six Sigma (Green Belt or higher) with a track record of driving successful process improvement initiatives. The target salary range for this position is $120,000 - $155,000 The salary range displayed represents the typical salary range for this position and is not a guarantee of compensation. Individual salaries are determined by various factors including, but not limited to location, internal equity, business considerations, client contract requirements, and candidate qualifications, such as education, experience, skills, and security clearances. Applicants must meet eligibility requirements for a U.S. Government security clearance. Only US Citizens are eligible for a security clearance.
