Job description

Overview

We are seeking a Part-Time, On-Call Program Analyst to provide supplemental support to the existing Program Analyst on the Cooperative Engagement Capability (CEC) Wideband Antenna (WBA) team. In this role, you will work closely with the technical WBA engineering team and Program Analyst to assist with task documentation and monitoring, performance assessment, documentation management, and real-time coordination of programmatic updates for government stakeholders.
We are looking for a detail-oriented, highly organized analyst with strong communication and coordination skills-someone who can navigate complex, fast-moving technical data and translate it into clear, actionable program information for leadership. As part of the CEC portfolio within the IWS 6.0 Program Office, you will help manage program data, support reporting requirements, and contribute to the development of adaptable acquisition solutions.
This role is approximately 20-24 hours per week with onsite NSWC Dahlgren and SimVentions Headquarters customer meetings twice weekly.
Travel
Less than 10%, local travel to Dahlgren for customer meetings weekly.
Clearance
An ACTIVE Secret Clearance is required for this position. Applicants selected will be subject to a security investigation and must meet eligibility requirements for access to classified information. US Citizenship is required to obtain a clearance.
Requirements
  • Participate in technical and programmatic meetings to capture real-time updates on cost, schedule, scope, decisions, actions, and risks
  • Track decisions, action items, and key program information from meetings and ensure closure/follow-through
  • Assemble and maintain up-to-date file packages for each project, including documentation, reports, briefings, and reference material
  • Gather, manage, and communicate program and project status across the CEC WBA portfolio
  • Support the development of weekly and monthly reports summarizing meeting outcomes, schedule changes, technical risks, and performance indicators for program leadership
  • Support the development of project Integrated Master Schedules (IMS).
  • Support coordination activities across teams and organizations to maintain alignment on cost, schedule, and technical priorities
  • Develop clear, concise executive-level summaries to support program decision-making
  • Support the primary Program Analyst in maintaining consistency in program tracking tools, documentation libraries, action item logs, and meeting products

Responsibilities
  • Gather, manage, and communicate the status on a portfolio CEC projects with project leads and program office leadership
  • Document key items as a participant in both programmatic and technical forums
  • Perform deep-dive weekly analysis of the IMS using MS Project to identify slippages, critical path impacts, and schedule health risks of dynamic and continuously evolving project data
  • Generate comprehensive weekly and monthly reports that distill daily meeting outcomes, schedule changes, and technical risks into executive-level summaries
  • Analyze monthly and quarterly budget reports to create variance/trend briefs and support formal financial review discussions
  • Proactively coordinate activities and communicate project data across organizations and teams
  • Carry out a wide range of time-sensitive tasks based on emerging cross-domain issues with minimal guidance
  • Identify and track project risks and watch items
  • Communicate complex issues and solutions to support decision-making across a variety of technical and programmatic teams
  • Attend daily technical and programmatic forums to capture real-time updates on cost, schedule, and scope, ensuring action items are tracked to completion

Preferred Skills and Experience
  • Experience using Adobe Acrobat Pro for document adjudication and tools like Confluence for team collaboration.
  • Experience with PEO IWS and Navy acquisition processes and products, such as ECPs, product certification, TDPs, FQTs, requirements specifications, etc.
  • Experience with DoD S&T program execution, contracts, and technology transition
  • Experience with CEC acquisition, design, analysis, and test
  • Experience with U.S. Navy or other Armed Services' Weapon or Warfare Systems research and development programs
  • Experience with Navy/DoD budget review cycles and financial reporting

Education
A Bachelor's degree from an accredited college or university and/or minimum 3 years of demonstrated experience providing program planning and execution analysis to project managers.
Compensation
Compensation at SimVentions is determined by a number of factors, including, but not limited to, the candidate's experience, education, training, security clearance, work location, skills, knowledge, and competencies, as well as alignment with our corporate compensation plan and contract specific requirements.
The projected annual compensation range for this position is $90,000 - $112,000 (USD). This estimate reflects the standard salary range for this position and is just one component of the total compensation package that SimVentions offers.
