About The Role CITY OF KINGMAN WATER QUALITY & COMPLIANCE SPECIALIST PUBLIC WORKS Learn more about our Benefits & Wellness Incentives POSITION IS FLSA EXEMPT We are looking for a Water Quality & Compliance Specialist who will serve as the City's designated drinking water compliance coordinator and subject matter expert for water quality monitoring, regulatory reporting, sampling administration, and environmental compliance activities. About You: This position plays a critical role in protecting public health by helping ensure the City's drinking water systems consistently meet federal and state regulatory requirements.

Reporting within the Public Works Department, the Water Quality & Compliance Specialist coordinates sampling programs, maintains compliance documentation, supports inspections and audits, and works collaboratively with utility operations staff, laboratories, consultants, and regulatory agencies. The ideal candidate possesses strong technical knowledge, exceptional attention to detail, and a commitment to public service, environmental stewardship, and regulatory compliance. Successful performance requires accurate data, timely reporting, disciplined follow-through, sound judgment, and clear communication with internal and external stakeholders.

This position works under the general supervision of the Utilities Manager. What You'll Need To Be Successful In This Role Education and experience Graduation from high school diploma or GED equivalent; Associate degree in Environmental Science, Biology, Chemistry, Water Resources, Public Administration, or a closely related field is preferred. Minimum of three (3) years of experience in water treatment, environmental compliance, laboratory operations, or a related technical field.

An equivalent combination of education, training, certifications, and experience that provides the required knowledge, skills, and abilities may be considered. Licenses & Certifications Valid Arizona driver's license or ability to obtain one within 30 days of employment. Arizona Department of Environmental Quality (ADEQ) Grade 2 Water Treatment certification or must be obtained within one (1) year of hire.

Ability to obtain and maintain certifications required to support assigned duties within an established timeframe. SPECIAL REQUIREMENTS Valid Arizona State Driver's license or ability to obtain one within 30 days of employment. What You'll Do For The City Of Kingman Water Quality Monitoring & Sampling Administration Coordinates and administers required drinking water sampling programs in accordance with federal and state regulations, permits, and City procedures.

Collects, tracks, and documents regulatory samples, including bacteriological, chemical, radiological, lead and copper, nitrate, disinfection byproducts, and other required water quality monitoring. Maintains sampling schedules, locations, methodologies, chain-of-custody records, monitoring calendars, and related compliance documentation. Coordinates laboratory testing and reviews analytical results for completeness, accuracy, and compliance with applicable standards.

Assists in identifying and addressing water quality concerns before they become compliance issues. Regulatory Compliance & Reporting Supports compliance with the Safe Drinking Water Act and applicable Arizona Department of Environmental Quality (ADEQ), Environmental Protection Agency (EPA), Arizona Department of Water Resources (ADWR), and related regulatory requirements. Prepares, reviews, and submits required regulatory reports, monitoring documentation, and compliance records in a timely and accurate manner.

Coordinates preparation and distribution of Consumer Confidence Reports (CCR) and related public information materials. Maintains records necessary for inspections, audits, regulatory reviews, and agency inquiries. Assists with corrective actions, public notifications, regulatory inquiries, and compliance investigations.

Program Administration & System Support Supports administration and updates of Risk and Resiliency Assessments, Emergency Operations Plans, and related water system compliance programs. Supports backflow prevention compliance activities, testing documentation, reporting requirements, and audit readiness. Maintains water quality databases, spreadsheets, compliance calendars, tracking systems, and reporting tools.

Provides technical support to operational staff regarding sampling procedures, documentation standards, and regulatory requirements. Supports implementation of new regulatory requirements, program updates, and continuous improvement efforts. Interdepartmental Coordination & Public Engagement Serves as a liaison with laboratories, consultants, contractors, regulatory agencies, utility personnel, and internal departments regarding water quality and compliance matters.

Responds to customer inquiries regarding water quality with professionalism, accuracy, and sound judgment. Provides technical information, compliance updates, and documentation support to management and operational staff. Assists with public notifications and communication efforts related to water quality issues and regulatory requirements.

Represents the City in a professional manner when interacting with customers, regulators, and community stakeholders. PERIPHERAL DUTIES Performs related work as assigned. Performs special assignments as requested.

Desired Attributes Experience with permit compliance, regulatory reporting, sampling administration, and laboratory data interpretation is preferred but not required. Attention to detail and commitment to regulatory compliance, public health, and accurate documentation. Ability to manage multiple deadlines, reporting requirements, sampling schedules, and technical records with consistency and accuracy.

Strong analytical, organizational, and problem-solving skills. Ability to serve as a credible compliance coordinator and technical resource for drinking water quality programs. Commitment to environmental stewardship, customer service, safety, transparency, and continuous improvement.

Ability to communicate technical information clearly and professionally to employees, regulators, laboratories, customers, and the public. NECESSARY KNOWLEDGE, SKILLS AND ABILITIES Knowledge Drinking water regulations, sampling requirements, monitoring programs, and compliance standards. Water quality principles, laboratory procedures, environmental reporting practices, and regulatory documentation.

Federal, state, and local requirements governing public drinking water systems, including sampling, reporting, public notices, inspections, and compliance records. Municipal utility operations, distribution systems, public infrastructure, and customer service expectations. Skills Coordinating regulatory compliance programs, sampling activities, and reporting deadlines.

Maintaining accurate records, technical documentation, compliance calendars, and data tracking systems. Reviewing analytical data and identifying potential compliance concerns or trends. Communicating effectively with regulators, laboratories, operational staff, leadership, customers, and the public.

Using computer software, databases, spreadsheets, and compliance tracking tools. Abilities Independently evaluate compliance status, interpret laboratory data, identify potential permit violations, and develop corrective action recommendations. Maintain accuracy and attention to detail in a highly regulated environment.

Manage multiple priorities, regulatory deadlines, and technical assignments with minimal supervision. Interpret technical information, regulatory requirements, and laboratory results. Work independently while supporting broader department goals and operational needs.

Communicate effectively orally and in writing.
