Job Description

ProSidian Seeks a Startup and Commissioning Testing Support Consultant - Waste Treatment and Immobilization Plant Project (WTP) - GSSC (Full-Time) to support an engagement for the US Dept. of Energy (DOE) Hanford.  Preferred candidates present with relevant Government, Public Sector and Infrastructure (Nuclear and Environmental) Sector experience (functional area experience also ideal) - SCA Code: N/A.  This position is located in the CONUS - Northwest Region. 

Startup and Commissioning Testing Support Consultant - Waste Treatment and Immobilization Plant Project (WTP) - GSSC Candidates shall work to support requirements for RFQ FY22-SB13 WTP Support R1 Amendment 1 Swim Lanes and statement of work (SOW) while maintaining required qualifications with relevant Government, Public Sector and Infrastructure (Nuclear and Environmental) Sector experience (functional area experience also ideal).  ProSidian Team Members (# FTe's: 1) work as part of the Engagement Team Cadre to provide Waste Treatment and Immobilization Plant Project (WTP) support services as part of general support services for The US Department of Energy (DOE), Richland Operations Office (RL) and Office of River Protection (ORP) and the  DOE Waste Treatment and Immobilization Plant Project (WTP).

1. Facilitate the transition of the Direct Feed Low Activity Waste (DFLAW) Mission to an operations effort, coordinate and lead a team of senior engineers to develop a Process Control Strategy (PCS) for the integrated DFLAW configured facilities.

2. Assist with oversight of contractor performance.

3. Assist with oversight of contractor's system design review program (performance and planning activities), and nuclear safety program for the WTP High Level Waste (HLW) Facility.

4. Provide support in the assessments of Engineering, Procurement, and Construction (EPC) progress for the WTP HLW systems in the baseline and DFLAW configurations.

5. Assist with oversight of contractors efforts to address findings, including monitoring and reporting on any improvements in contractor's Assurance Program, extent of condition reviews, and issue resolution efforts.

6. Provide WTP Performance Assurance support to the Assistant Manager WTP (AMWTP), Deputy AMWTP, and Division Directors, for management assessments, action tracking and record management.

7. Provide auditing and training support.

Qualifications

The Startup and Commissioning Testing Support Consultant - Waste Treatment and Immobilization Plant Project (WTP) - GSSC shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/PowerPoint) and related tools and technology required for the position.  0  0

1. Education - BS/BA degree in engineering, science, or business management.

2. Experience - Nine (9) years of directly applicable successful experience as a management consultant or senior manager interfacing and working with organizational executives and senior management, or senior technical or business individuals, within government or industry on significant management, technical, or business issues.

3. Excellent written and oral communication skills

4. Demonstrate familiarity and relevant experience or ability to perform management and oversight the Waste Treatment and Immobilization Plant (WTP) in accordance with DOE or other agency processes.

5. Demonstrate familiarity and relevant experience or ability to perform support WTP self-assessment efforts (develop self-assessment plans, participate in performance of self-assessments, and document results in Integrated Contractor Assurance System (ICAS).

6. Demonstrate familiarity and relevant experience or ability to perform overall assistance to DOE in its efforts to manage and oversee the WTP Project in accordance with DOE Orders, procedures, and the Quality Assurance Program Description.

7. Demonstrate familiarity and relevant experience or ability to perform review and comment on new and revised Performance Assurances procedures and WTP oversight reports to ensure the documents are of high technical quality.

8. Demonstrate familiarity and relevant experience or the ability to support the WTP Assistant Manager and Deputy Manager.

9. Demonstrate familiarity and relevant experience or ability to perform support WTP self-assessment efforts (develop self-assessment plans, participate in performance of self-assessments, and document results).

10. Demonstrate familiarity and relevant experience or ability to support WTP by providing quality related oversight functions to WTP Federal Project Directors in their efforts to address performance issues and verify completion of facility milestones.

11. Demonstrate familiarity and relevant experience or ability to perform quality related oversight functions to WTP Federal Project Directors in their efforts to address performance issues and verify completion of facility milestones.

12. Demonstrate familiarity and relevant experience or ability to perform under Hanford or other government agency procedures

13. Identification of any conflicts, potential conflicts, or perceived conflicts of interest with any Hanford Site contractors.

14. Fully vaccinated against COVID, a granted exception to vaccination for COVID, or able to meet entry and testing requirements for entrance and work in federal buildings.

Experiences and competencies related to Waste Treatment and Immobilization Plant Project (WTP) focused on designing, constructing and commissioning to process and stabilize much of the millions of gallons of radioactive and chemical waste currently stored at the Hanford Site.

TRAVEL:  Occasional travel may be required to attend meetings, events, site visits, or other training requirements.  Travel is coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.  LOCATION:  Work shall be conducted at or in proximity to The Hanford Eastern Washington (Tri-Cities - Kennewick | Pasco | Richland) Area
