VP IT Programs & Service Enablement is responsible for driving enterprise technology strategy, transformation, and execution. This role integrates innovation, architecture, program delivery, risk management, and operational governance to ensure technology investments deliver measurable business value and exceptional member outcomes.

Responsibilities

โ€ข Define and execute IT strategy aligned with the Credit Unionโ€™s goals and member experience priorities. โ€ข Lead design thinking and product discovery efforts to identify new technology enabled opportunities. โ€ข Maintain enterprise product roadmaps across digital, retail, payments, and member facing platforms. โ€ข Own application, integration, and cloud architecture standards and roadmaps. โ€ข Define non functional requirements including scalability, performance, security, and resiliency. โ€ข Ensure architectural consistency and technical debt management across the portfolio. โ€ข Oversee IT program management, project delivery, and release management across the organization. โ€ข Lead special projects and cross functional initiatives with high complexity or enterprise impact. โ€ข Ensure disciplined cost benefit analysis, business cases, and value realization tracking. โ€ข Own IT risk management, compliance, audit coordination, and regulatory readiness. โ€ข Establish and maintain change management policies and operational service levels. โ€ข Ensure incident response, escalation, and post incident learning are consistently executed. โ€ข Drive process automation, engineering efficiency, and continuous improvement initiatives. โ€ข Establish enterprise knowledge management and documentation standards. โ€ข Capture employee and member feedback to inform technology improvements. โ€ข Own IT budget planning, forecasting, and financial governance. โ€ข Ensure technology investments are prioritized and aligned with enterprise value. โ€ข Partner with Finance and Executive Leadership on portfolio transparency and optimization. โ€ข Ensures compliance with NCUA and other applicable rules and regulations in the performance of duties by assigned personnel. โ€ข Partners on all aspects of the technology lifecycle including requirements, product and services management, planning, procurement, installation, automation, support and retirement. โ€ข Ensures key technology management processes are effectively managed including change management, planning, governance and architecture. โ€ข Manages the competing demands for maintenance, projects, innovation, and optimization; work to align resources with project needs and operational needs. โ€ข Oversees the Core Banking Software Engineering team, ensuring secure, high quality development of custom programs, enhancements, and integrations that support core, digital, retail, and payments systems. โ€ข Sets engineering standards and development practices (SDLC, testing, documentation, code quality, release readiness) to ensure stable, performant, and compliant core system changes. โ€ข Prioritizes and governs the CBS engineering roadmap, balancing regulatory updates, member impacting features, technical debt, and operational stability. โ€ข Direct and respond to infrastructure and application outages, including technical troubleshooting and incident management. โ€ข Leads the IT PMO, ensuring all technology projects are properly scoped, aligned to business strategy, and delivered on time, within budget, and to quality expectations. โ€ข Establishes disciplined business requirements, intake, and governance processes, ensuring clear stakeholder alignment and consistent delivery frameworks across all initiatives. โ€ข Drives portfolio transparency and execution excellence, including status reporting, risk/issue management, resource planning, and enterprise release coordination. โ€ข Implements policies and procedures to provide the highest level of quality, reliability, and security. โ€ข Fosters an atmosphere of cooperation and collaboration among department staff and with other departments. โ€ข Manages relationships with vendors to ensure maximum benefit for the credit union, its members and to achieve departmental goals. โ€ข Performs Business Resumption planning for assigned departments and validates the adequacy of the plans.

Qualifications Education
  • Minimum4 Year / Bachelors DegreeMust have a Bachelor's degree in Business Information Technology or Management PreferredGraduate DegreeMaster's Degree in Business or Technology and experience in a financial institution
Experience
  • 10 or more years of experience leading enterprise technology programs, architecture, or innovation functions or directly related experience
Knowledge, Skills & Ability
  • Must have a proven track record successfully balancing innovation with operational discipline and risk management.
  • Strong background in financial services technology, governance, and regulatory environments.
