VICE PRESIDENT, FMS OPERATIONS (SELF DIRECTED CARE)

POSITION SUMMARY

We are seeking a Vice President of FMS Operations to join our growing organization build a strong presence in the Self-Directed Care ecosystem. The Vice President of Financial Management Services (FMS) is a senior leader responsible for building, launching, and scaling an FMS operation supporting Self Directed Care. This role provides strategic and operational leadership across payroll, compliance, onboarding, vendor partnerships, and program execution, ensuring alignment with VA, ACL, IRS, and state requirements. This leader will play a critical role in transitioning the organization from startup to sustainable operations, establishing governance, controls, and scalable infrastructure while partnering closely with State entities, ADNAs, VA Medical Centers, and external vendors.

KEY RESPONSIBILITIES

  • Assist and collaborate in the design and implementation of operational frameworks for payroll, tax compliance, caregiver onboarding, and Veteran employer support.
  • Oversee multi‑EIN payroll operations, supporting Veterans as common‑law employers. Ensure compliance with:
    • State and VA Veteran‑Directed Care requirements
    • ACL/NRC‑VDC guidance
    • IRS common‑law employer and payroll rules
    • State labor and tax regulations
  • Partner with and manage payroll and tax vendors (e.g., hybrid FMS payroll models).
  • Lead vendor integrations and ensure service‑level accountability.
  • Serve as a senior point of contact for state partners, ADNAs, and VA Medical Centers.
  • Support RFP responses, contracting, and program negotiations.
  • Partner with technology teams to implement or integrate:
    • FMS platforms
    • Payroll engines
    • Timekeeping and onboarding systems
  • Design workflows that scale across multiple states and regions.
  • Partner with executive leadership on strategy and growth.

Compliance & Risk Management

  • Maintain ongoing compliance with:
    • State, VA and ACL requirements
    • IRS payroll and employer‑agent rules
    • State labor and tax laws
  • Lead internal audits and support external reviews.
  • Proactively identify and mitigate compliance risks.

Partner & Stakeholder Management

  • Serve as senior relationship owner for:
    • ADNAs
    • VA Medical Centers
    • State or regional partners
  • Ensure consistent program execution across geographies.
  • Support renewals, expansions, and new market entries.

People & Change Leadership

  • Oversee day‑to‑day FMS operations:
    • Payroll accuracy and timeliness
    • Caregiver onboarding throughput
    • Issue resolution and service quality
  • Drive continuous improvement and efficiency.
  • Establish and maintain efficient and cost-effective organizational infrastructure to support key functions and roles in the Self-Directed ecosystem.
  • Build and lead high‑performing teams across operations, compliance, and vendor management.
  • Establish KPIs, dashboards, and performance metrics to support growth.
  • Scale systems, staffing, and processes to support growth.
  • Optimize vendor performance and cost structures.
  • Standardize best practices across states and programs.

QUALIFICATIONS & EXPERIENCE

  • Deep understanding of:
    • Self‑directed care models
    • Payroll and tax compliance at scale
    • Veteran as common‑law employer frameworks (preferred)
  • Strong vendor negotiation and management skills.
  • Executive‑level communication skills with regulators, partners, and boards.
  • Highly organized, detail‑oriented, and audit‑focused while remaining business‑pragmatic.
  • Experience running and scaling complex FMS, payroll, or government‑adjacent operations.
  • Strong background in multi‑state compliance environments.
  • Proven ability to manage mature vendor relationships and SLAs.
  • Data‑driven leader with experience using metrics to drive outcomes.
  • Comfortable operating in a regulated, audit‑heavy environment.

Required

  • 3-5+ years of leadership experience in one or more of the following:
    • Financial Management Services (FMS)
    • Medicaid and/or Veteran self‑directed care programs
    • Government‑adjacent healthcare or human services
    • Payroll, tax compliance, or fiscal agent operations
  • Experience working with public sector, VA, Medicaid, or aging & disability networks strongly preferred.
  • Proven success managing complex compliance environments.

Preferred

  • Direct experience with Veteran‑Directed Care (VDC) or similar participant‑directed programs.
  • Experience launching or scaling multi‑state programs.
  • Familiarity with ACL/NRC‑VDC materials, VA Geriatrics & Extended Care, or ADNA operations.
  • Background in payroll or tax compliance systems used in self‑direction environments.
