SUMMARY:

The Social Media and Recruitment Marketing Specialist works with the Human Resource Management (HRM) and the Public Affairs (PA) offices to develop standard operating procedures and best practices for implementing recruitment marketing and social media programs.  The incumbent is motivated and proactive, with a passion for recruitment marketing & social media digital marketing, a hunger for problem solving, and an analytical mindset with the potential to make data-driven contributions to great programs and then run point on reporting and insights, while enjoying the benefits of collaborating with colleagues to create effective solutions, as well as be a leader to push projects forward. The position requires someone with expertise using virtual platforms including, but not limited to: Zoom, Webex, Microsoft Teams, Vimeo, YouTube and other virtual technologies.  The incumbent must have experience in streaming virtual programs using social media platforms including (but not limited to) LinkedIn, Facebook, Instagram, Threads, and X (Twitter) as well as how to use the interpretation/translation/analytics components of virtual platforms.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Serve as subject matter expert (SME) on all social media, recruitment marketing and messaging initiatives.
  • Manage social media messaging, projects and events needed while advising program office leadership, including responding to media inquiries and using social media to respond to media misinformation on a daily basis.
  • Advise program offices on recruitment marketing related media issues, develop and implement proactive strategies for delivering messaging to targeted internal and external audiences via digital, print and broadcast platforms, and produce after-action analysis on the impact of those messages.
  • Manage all technical components associated with virtual engagement program implementation using platforms such as Zoom, Webex, Teams, and other requested platforms.
  • Stream virtual programs to social media platforms such as LinkedIn, Facebook, Instagram, Threads and X (Twitter), using graphic design methods to create static posts
  • Designing and producing webpages using Photoshop and other Adobe Creative Suite software for future inclusion into the careers website
  • Staying current on 508 compliance issues, including video captioning
  • Providing weekly, monthly and ad-hoc reports on the content delivery system and Google Analytics
  • Creating, proofreading, and distributing email marketing through a content management system; and
  • Assisting in the creative development of other web-based projects that support the Department's strategic recruitment goals
  • Experience with tools such as Snappy TV, creating audio and video clips, podcasts, and other virtual program enhancement technologies.
  • Graphic design and content creation experience using tools such as Photoshop, InDesign and Canva to create templates to be used in Social Media posts, as well as other advertisements.
  • Manage video archives using tools such as Vimeo and YouTube.
  • Perform other related duties as assigned.

EXPERIENCE, EDUCATION & LICENSURE:

  • Be a US citizen, and possess at a minimum, a Secret security clearance, with eligibility to obtain and maintain a Top-Secret security clearance.
  • A bachelor's degree with at least five years of experience or equivalent combination of formal education in social media and recruitment marketing.
  • Technical expertise with online streaming platforms such as Zoom, Webex, Teams, LinkedIn, Facebook, Instagram, Threads, and X (Twitter).
  • Demonstrate a high level of writing, editing, and proofreading skills.
  • Technical experience creating audio and video clips and using tools such as podcasts, Snappy TV, and other program enhancement tools.
  • Ability to multi-task and meet deadlines.
  • Minimum of 25% travel will be required.
  • Strong critical and creative thinking and analytical skills.
  • Strong written and oral communication skills.
  • Be able to work independently with minimal supervision in a high volume, fastpaced work environment.
  • Excellent communication and team-building skills.
