OverviewThe Vice President of IS Delivery Supply Chain serves as the executive architect of end-to-end supply chain operations, transforming sourcing, vendor management, demand-supply planning, logistics coordination, and contractor network management into a strategic competitive advantage. This role owns the complete supply chain operating system-from supplier identification and contractor qualification through final project delivery-ensuring seamless integration across sourcing strategies, vendor performance, lead-time visibility, supply continuity, and enterprise risk mitigation.
The VP leads the national strategy and operating cadence for engineered equipment and subcontract procurement across HVAC/mechanical, BAS/controls, electrical, and related multi-trade construction delivery scopes. This position functions as the operational backbone for delivery execution, translating corporate strategy into measurable supply chain performance that protects margins, accelerates project timelines, and creates enterprise value through disciplined supplier management, a scalable national contractor network, and data-driven decision frameworks.
The VP will maximize value from national purchasing agreements and strategic supplier relationships while building and managing a scalable national contractor and trade partner network capable of supporting ENFRA's regional and national EaaS / IS Delivery portfolio.
Responsibilities- The VP IS Delivery Supply Chain owns quantifiable financial performance across spend management, cost optimization, margin protection, and enterprise value creation. This role manages total addressable spend, delivering annual savings through strategic sourcing, volume consolidation, and supplier negotiation while capturing avoided costs through design-to-value engineering and total cost of ownership optimization.
- The VP IS Delivery Supply Chain operates as a strategic partner to Delivery leadership, translating supply chain capabilities into competitive advantage and enterprise growth. This role builds and mentors high-performing supply chain teams, fostering professional development, analytical rigor, and continuous improvement culture across planning, sourcing, logistics, contractor management, and supplier management functions.
- The VP IS Delivery Supply Chain owns the complete supply chain lifecycle from demand planning through project closeout. Core operational responsibilities include:
- Orchestrate end-to-end supply chain operations spanning sourcing strategy development, vendor qualification and onboarding, contract negotiation and management, logistics coordination across inbound freight and warehousing, inventory optimization, and supply continuity planning to eliminate stockouts and delivery delays.
- Establish and govern national demand-supply planning cadence tied to project backlog, pipeline forecasts, major equipment lead times, contractor capacity planning, and procurement readiness assessment cycles to ensure material availability aligns with delivery commitments.
- Own and continuously improve the national IS Delivery supply chain operating model, including project procurement planning, bid-to-contract management, contractor onboarding, supplier relationship management, purchase order and subcontract lifecycle management, and project closeout support.
- Drive enterprise adoption of national agreements across repeatable scopes such as BAS, mechanical, electrical, major HVAC equipment, controls, generators, switchgear, solar, and other high-value / high-risk engineered equipment categories.
- Ensure supply chain supports multi-trade construction delivery by aligning procurement strategy with project scope, schedule, engineering deliverables, cost phasing, customer preferred suppliers, regional market conditions, and project-specific execution plans.
- Design and execute supplier performance management infrastructure including weighted scorecards tracking on-time delivery rates, product quality metrics, invoice accuracy, and compliance adherence; conduct executive business reviews with strategic suppliers; implement preferred supplier programs with tiered engagement models; and establish corrective action governance protocols for underperformance.
- Execute risk mitigation and supply chain resilience strategies including geopolitical supply chain mapping, alternate route and carrier qualification, dual-sourcing for critical components, safety stock optimization, and disruption response protocols to protect delivery timelines and margin targets during supply volatility.
- A primary mandate of this role is to build, scale, and actively manage a national contractor and trade partner network that can grow with ENFRA's business. This network is a core strategic asset enabling consistent, high-quality project delivery across all IS Delivery regions.
- Establish contractor network coverage by region, trade, capability, safety profile, financial strength, healthcare/institutional experience, responsiveness, and ability to execute multi-trade construction scopes that support ENFRA's EaaS / IS Delivery portfolio.
- Own the national vendor and subcontractor database, prequalification governance, supplier onboarding, risk screening, and supplier maintenance process in coordination with Risk, HSE, Legal, Project Teams, and Project Controls.
- Build a standardized ENFRA supply chain model across active and future IS Delivery regions while preserving project-specific execution plans tailored to scope, customer requirements, project contract structure, energy savings priorities, and local market conditions.
- Develop and apply a supplier segmentation framework distinguishing strategic partners, leverage suppliers, bottleneck suppliers, and transactional vendors to optimize engagement depth and resource allocation.
- Establish preferred contractor programs with tiered engagement models, performance incentives, and capacity reservation agreements to ensure contractor availability scales with ENFRA's pipeline growth.
- Monitor contractor performance through scorecards tracking safety metrics, on-time delivery, quality, responsiveness, and financial stability; implement structured corrective action processes for underperforming partners.
- Operate and promote the company's core values; lead by example and encourage positive company culture and team ethics.
- Champion supply chain transformation initiatives leveraging advanced analytics, automation, and digital platforms to enhance visibility, reduce manual processes, and enable predictive decision-making.
Required Qualifications:
- Bachelor's degree in Construction Management, Finance, Law, Business, Engineering, or Architecture.
- 15+ years of progressive leadership experience in supply chain, procurement, strategic sourcing, construction operations, project delivery, engineered equipment procurement, or contractor management, preferably in complex multi-state, multi-trade construction.
- Minimum 10 years managing end-to-end supply chain operations including sourcing, procurement, logistics, and supplier management with annual spend under management exceeding $100M and demonstrable cost savings results.
- Proven ability to build and manage national or regional supplier, contractor, and trade partner networks with measurable improvements in cost, schedule, quality, safety, responsiveness, and risk management.
- Demonstrated experience procuring HVAC/mechanical, electrical, BAS/controls, and central plant engineered equipment, including RFP development, technical evaluation, lead-time management, manufacturer negotiations, PO execution, and coordination with engineering and construction teams.
- Strong understanding of construction delivery models, including GMP, lump sum, design-build, EPC / EPCm, subcontracting, equipment POs, MSAs, CSAs, and professional services agreements.
- Exceptional leadership, communication, and stakeholder management skills with ability to influence cross-functional teams, drive organizational change, and present supply chain strategies to board-level audiences.
- Executive-level negotiation skills with demonstrated success securing favorable commercial terms, resolving supplier disputes, and building strategic partnerships with Tier 1 suppliers.
- Experience working with Enterprise Resource Planning (ERP) systems, including data analytics within supply chain functions.

Preferred Qualifications:
