Position Overview

The Vice President of Safety is responsible for the overall development, implementation, and maintenance of effective safety policies, procedures, programs, and initiatives that promote a culture of consistent safe work performance and reduce risk exposure across Moss Utilities operations.


Reporting directly to the President, this executive leader provides strategic direction for the Company’s safety program and works closely with Executive Leadership, Operations, Fleet, Human Resources, and field leadership teams to ensure safety remains a core value throughout the organization.


The Vice President of Safety will lead the development of a proactive safety culture, strengthen safety performance, support operational excellence, and ensure employees have the resources, training, and leadership necessary to perform their work safely.


In This Role You Will
  • Lead meaningful safety and business improvement initiatives that support company growth and operational excellence.
  • Work closely in partnership with Executive Leadership and operational teams.
  • Be given autonomy, trust, and ownership to serve as a change agent and drive continuous improvement.
  • Collaborate with talented individuals and contribute to the continued growth and success of Moss Utilities.

Responsibilities
Safety Program Leadership
  • Lead the overall safety program for Moss Utilities operations.
  • Develop and execute safety strategies that improve performance, reduce risk, and support company objectives.
  • Promote safety as a core value throughout the organization.
  • Provide leadership, direction, and development to the Safety team.
  • Establish safety committees and initiatives that encourage employee engagement and accountability.
  • Partner with field leadership to strengthen safety ownership across all levels of the organization.

Data Management and Analysis
  • Analyze leading and lagging safety indicators to identify trends, opportunities, and areas for improvement.
  • Develop reporting tools and performance metrics to support decision‑making.
  • Monitor safety performance and recommend corrective actions when needed.
  • Assist leadership with annual safety planning, goal setting, and continuous improvement initiatives.

Policy and Process Development
  • Develop, implement, and maintain company safety policies, procedures, and programs.
  • Develop and oversee safety practices that support compliance with applicable federal, state, and local regulations.
  • Establish best practices that support safe work execution across all Moss Utilities operations.
  • Continuously evaluate and improve safety processes based on performance data and field feedback.

Mentor, Coach, and Safety Partner
  • Work closely with Operations, Project Leadership, and field teams to implement effective safety practices.
  • Coach leaders and supervisors on safety expectations, accountability, and employee engagement.
  • Serve as a trusted advisor to leadership on safety‑related matters.
  • Promote a culture where employees are empowered to identify and address safety concerns.

Auditing and Compliance
  • Oversee safety audits, field assessments, and internal reviews to ensure compliance with company requirements.
  • Identify areas of risk and develop corrective action plans.
  • Create safety reports by collecting, analyzing, and summarizing performance trends.
  • Ensure safety standards are consistently implemented across projects and operations.

Customer and Business Support
  • Support prequalification requirements, customer safety questionnaires, and safety documentation requests.
  • Represent Moss Utilities’ safety culture and accomplishments with customers and business partners.
  • Partner with leadership to demonstrate the Company’s commitment to safe and reliable operations.

Education and Work Experience
  • Bachelor’s degree in Occupational Safety, Construction Management, Engineering, or a related field preferred; equivalent combination of education, training, and progressive safety leadership experience will be considered.
  • 10+ years of progressive safety leadership experience within underground utilities, heavy civil construction, infrastructure, or related industries.
  • Proven experience leading safety programs across multiple projects or locations.
  • Certified Safety Professional (CSP) preferred or actively pursuing certification.
  • Demonstrated experience developing and implementing company‑wide safety programs.
  • Strong knowledge of OSHA regulations and construction safety practices.
  • Proven experience developing and delivering safety training programs.
  • Strong background in safety leadership, risk management, and continuous improvement initiatives.
  • Proficiency with Microsoft Office Suite, including Excel, Word, and PowerPoint, as well as Google Workspace.
  • Willingness and flexibility to undertake regional travel throughout Texas and adjacent states for on‑site meetings, safety audits, and training sessions, including the ability to accommodate overnight stays.
