About the role

The EVP of Projects and Development (P&D) will be accountable for all aspects of projects, development, and Services engagement across the Balfour Beatty Military Housing portfolio. This role requires expertise and extensive experience in program and project management, asset management, development management, and relationship management for complex projects and long-term initiatives, as well as the ability to lead teams and collaborate effectively with internal and external stakeholders in a highly regulated environment

Primary Duties

The EVP of P&D will manage leaders of projects and development functions and will have full responsibility for project stewardship (serving as the owner’s representative) and development management in support of Balfour Beatty’s purpose to prioritize the experience of Residents. The purview of the EVP of P&D includes military housing project stewardship, project management, asset management, development management, and relationships with the Office of Secretary of War (OSW) and Military Services leadership. The role will have direct and indirect oversight of our project, development, and asset management teams. The EVP of P&D will partner with other leaders of the Military Housing business to drive operational excellence, including participating in the development of business strategy and associated implementation planning, engaging in decision-making to accelerate the repositioning of the business, and leading projects in compliance with the business’ policies. Additionally, lead financial structuring and capital stewardship activities, including oversight of pro formas, refinancing and recapitalization strategies, bond compliance, and underwriting of project finance transactions.

What you'll be doing
  • In partnership with the SVP of Strategy & Execution, develop a strategy for the Projects & Development function, including assessing the current delivery model, organizational framework, and operating principles of the existing Projects and Asset Management teams
  • Assess the business’ current approach to all functions under the purview of the EVP of P&D and define and implement initiatives to improve outcomes in partnership with the SVP of Strategy & Execution
  • Provide leadership and management on portfolio and project considerations, including but not limited to:
  • Military housing project stewardship – serve as the owner’s representative by identifying, navigating, leading, and reporting on key issues impacting the long-term performance and health of the project
  • Project management – identify potential projects of all kinds (including real estate, development, renovation, infrastructure), manage the decision process – including the major decision process with Military Services, and partner across the business to bring projects to full and optimal outcomes
  • Asset management – coordinate routine and ad hoc reporting on the military housing portfolio and individual projects, develop and maintain financial pro formas and development models to ensure long-term performance of the projects, ensure long-term financial and operational health of the housing portfolio by monitoring and optimizing KPIs/metrics, identify areas of variance from operating budgets, benchmarks, pro formas, and financing agreements, support refinancing, recapitalization, and bond compliance, develop and manage Asset Management Plans (AMPs), prioritizing capital investments and recapitalization timing and balancing near-term operational needs with lifecycle cost efficiency
  • Development management – serve as the accountable party for all development management responsibilities, including navigating projects from concept to approved development plans, oversee design and engineering efforts, ensure compliance with applicable standards and regulations, manage the selection and oversight of general contractors and design-build firms, and monitor budget adherence, schedule milestones, quality standards, and draw processing
  • Relationship management - lead communications and engagement with the Office of Secretary of War (OSW) and Military Services leadership obligations and operational standards are conducted consistently with government oversight requirements, industry best practices, and asset management frameworks
  • Assess current Project and Asset Management organization and advise the President of Military Housing on opportunities to optimize the team.
  • Manage direct reports and ensure proper development, training, and performance
  • Develop and advance a talent strategy across seven dimensions: recruitment, onboarding, training and development, growth, management, retention, and health, safety, & wellbeing
  • Solicit and incorporate feedback from internal teams and other stakeholders into the performance of project, asset, and leadership (VP/SVP) teams
  • Ensure accountability and performance across the P&D organization through effective leadership, coaching, and talent management.
  • Develop a framework for P&D to facilitate asset management and lifecycle capital planning
  • Provide input into the restructuring and repositioning of the asset management function and long-term project planning
  • Lead the evaluation, deployment, and management of technology solutions – including enabling technology platforms, AI integrations, and data analytics & insights – to support portfolio and project oversight, with focus on operational excellence over stand-alone technology deploymen t
  • Drive continuous improvement of project & development methodologies, tools, templates, and quality‑control processes across the portfolio
  • Establish and promulgate standard operating procedures for project & development functions, ensuring proper training and onboarding and soliciting feedback for continuous improvement
  • Ensure all work complies with applicable codes, standards, contractual requirements, and BBC policies

Who we're looking for
  • Bachelor’s degree in business, finance, management, construction management, development management, real estate, or a related field preferred
  • Exceptional leadership and team-building skills, with a passion for our mission to prioritize Resident experience across our military housing portfolio
  • Extensive experience with portfolio, asset, and/or development management, including across non-traditional assets and distributed sites – spanning large geographies
  • Expertise in building capabilities in the portfolio, asset, and/or development management disciplines, with a predisposition to execution and driving operational excellence
  • Acumen in developing strategies and associated action plans utilizing a best-in-class framework
  • Experience developing capital planning / financial business cases and identifying and implementing initiatives, projects, and other measures to enhance value and reduce costs through capital deployment
  • Proven experience in project finance, refinancing, recapitalization, and underwriting large capital transactions.
  • Strong technology orientation with a successful track record in evaluating, deploying, and managing enabling technologies in the real estate / development sector
  • Familiarity with capital planning, lifecycle cost analysis, and asset‑management systems
  • Eligible to obtain and maintain a Department of Defense Secret‑level security clearance, if required by assignment
  • Minimum 15 years of experience leading development, portfolio, or asset management functions in a complex environment; at least ten years of experience building capabilities in these areas
