Job Description

Position Purpose: 

This position is primarily responsible for the development, design, and construction of new developments within the VWDE Service Area. Scope of these projects include new and replacement watermain, pump stations, and storage facilities.

This position works with engineering staff, engineering inspectors, consultants, developers, contractors, field personnel, and regulators to collect data required to develop and construct projects. This position works with municipalities, DE DNREC, DE DPH ODW, DE PSC, and DelDOT to understand the permits required for projects. Preparation and management of Funding Projects using engineering financial management programs.

This position may also support the design and procurement of main renewal projects or vertical plant projects as capacity allows.

Primary Duties/Responsibilities: 

  • Manage $1-$3M gross of water/wastewater developer projects annually, including project development, conceptual design/development, development or review of the project plans and internal funding approvals.
  • Direct the collection of field data for proposed projects using Consultants and Company assistance.
  • Prepare response to outside agency requests for watermain locations including DelDOT, municipal agencies and other utilities.
  • Ensure corporate Technical and Environmental Health and Safety/Security standards are incorporated into the design specifications.
  • Manage environmental and governmental permitting in coordination with local business unit staff. Decipher construction drawings for the installation of new and replacement water facilities.
  • Manage construction projects using the latest industry standard project management processes and procedures. Assist the Construction Manager, Inspectors in the management of potential third-party inspectors.
  • Prepare permit applications for street cuts, stream crossings, and railroad crossings, etc.
  • Resolves conflicts between design and field conditions in a timely manner consistent with good engineering practices, Company specifications, and regulations.
  • Prepare, monitor, and adjust project forecasts and budgets using Company financial and planning tools.
  • Participate in the development of engineering design and delivery processes and standards.

Work Environment:

  • Successful candidates must be willing to travel to the various business unit sites as per job requirements.
  • Job sites generally located within a 20-mile radius of the local office (Stanton, Wilmington) with the occasional requirement for sites that are a longer distance.
Qualifications

Education/Experience/Background: 

  • Bachelor of Science Degree in Engineering/Project Management/Project Coordinator.
  • Experience managing construction contracts and specifications.
  • Preferred:
    • Experience with Engineering/drafting skills related to water facility design.
    • Experience with AutoCAD.

Knowledge/Skills/Abilities: 

  • Strong project management skills (initiating, planning, executing, monitoring, controlling and closing).
  • Thorough working knowledge of water main applications.
  • Superior personal effectiveness skills, visible "leadership by example" utilizing participative management involving employees and teamwork whenever possible.
  • Strong communication, presentation and reporting skills.
  • Ability to manage several small and mid-size projects simultaneously.
  • Computer skills (MS Project, Google Suite, Oracle PeopleSoft, Oracle Hyperion or other planning/performance/budgeting tools a plus).

Required Certification/Licenses/Training: 

  • Certified Project Management Professional a plus.
  • PE and PMP certifications a plus.
