What you'll be doing...
This position is responsible for leading, orchestrating, and driving the strategy for federal contracting and proposal response activities related to the development, negotiation, and execution of Verizon Wireless' Federal contracts.
  • Direct the end-to-end response, negotiation, and execution strategy for Federal contracts and proposals.
  • Process customized proposal responses based on complex RFx requirements, ensuring technical accuracy.
  • Serve as backup for other Contracts & Proposals team members, when required. Will delegate work to lower-banded team members, as necessary.
  • Ensure compliance and lifecycle management by overseeing the generation and archiving of all contract documents in accordance with federal regulations.
  • Effectively and proficiently manage and advise Contract Management Consultants on contractual and proposal related items, when needed.
  • Counsel clients at all levels and in all departments regarding contractual and operational compliance matters with significant revenue and other liability exposures.
  • Ensure terms and conditions are in accordance with Verizon Wireless business practices, Federal Acquisition Regulations (FARs) and State and Local Government regulations.
  • Provide strategic direction to ensure a smooth, compliant handoff from RFP win to the formal account implementation and migration process.
  • Provide support to clients by developing, reviewing, and negotiating time sensitive contracts, proposals, and other legal documents associated with the conduct of business for Verizon Wireless.
  • Manage the response process of multiple requests for proposals simultaneously, often with short turnaround periods.
  • Partner with business leaders and Subject Matter Experts (SMEs) to guarantee that all negotiated contract elements can be executed flawlessly on an operational level.

What we're looking for...
You'll need to have:
  • Bachelor's degree or four or more years of work experience.
  • Six or more years of relevant experience required, demonstrated through one or a combination of work and/or military experience, or specialized training.
  • Contract management experience, including experience with contract negotiations and collaborative resolution strategies with external clients or partners.
  • Experience with technical writing (e.g., developing customer-facing documents) to include an ongoing understanding of the ever-changing and evolving wireless industry and emerging technologies.
  • Experience reviewing and/or preparing customized and technically accurate proposals, legal documents and/or contracts.
  • Experience managing and writing proposals for Telecommunications products and services.
  • Experience working with competitive RFXs, direct negotiations, and complex technical requirements/solutions.
  • Experience analyzing complex regulatory, technical, or business requirements to formulate and propose structured, written resolutions for proposal deliverables.
  • Proficiency with Microsoft and Google Suite applications.
  • Experience communicating effectively across management levels and functions.
  • Willingness to travel up to 10%.

Even better if you have one or more of the following:
  • Previous wireless proposal writing experience.
  • Proven experience working within the wireless industry
  • Federal Government specific Proposals experience.
  • Contract/Proposal Management certification.
  • Knowledge on Federal Acquisition Regulations and Federal Procurement Process
  • Prior experience using generative AI tools (e.g., Gemini, or Google Studio) to enhance critical workflows, such as accelerating proposal development, synthesizing complex contract language, etc.
  • Experience negotiating and managing complex agreements with significant budgets.
  • Strong relationship building, influencing, and negotiation skills.
  • Certifications from: Chartered Institute of Procurement and Supply (CIPS), Institute of Supply Chain Management or equivalent (CPSM, CPM), National Contract Management Association or equivalent (CFCM, CCCM, CPCM), Project Management Institute (PMP), Lean Six Sigma experience and/or certification.

The salary will vary depending on your location and confirmed job-related skills and experience. This is an incentive based position with the potential to earn more. For part-time roles, your compensation will be adjusted to reflect your hours.
The annual salary range for the Maryland location(s) listed on this job requisition based on a full-time schedule is: $108,000.00 - $188,000.00.
