Capital Workforce Partners (CWP) is seeking a detail-oriented and mission-driven Career Navigation Data & Referral Specialist to support the Hartford Opportunity Youth Collaborative (HOYC), a cross-sector network of over 30 organizations working together to improve outcomes for at-risk and disconnected youth.


In this role, you will manage and support the Collaborative's Intake Referral Platform (IRP), ensuring youth are efficiently connected to programs and services that meet their needs. You'll play a critical role in strengthening coordination among partner agencies, tracking referral activity and outcomes, and using data to enhance service delivery across the network.

This position is ideal for someone passionate about youth development, systems coordination, and using data to drive community impact.


This role offers a strong opportunity to grow within Capital Workforce Partners by expanding your influence beyond a single program area. As the HOYC Career Navigation Data & Referral Specialist, you will deepen your systems-building, data, and cross-sector collaboration skills while working closely with senior leadership, external partners, and peer teams across Strategy, Data/Evaluation, and Holistic Services.


You'll gain hands-on experience translating strategy into practice, stewarding shared infrastructure, and supporting continuous improvement at scale.

Job Responsibilities

System Administration & Data Management

  • Facilitate day-to-day operation of HOYC's Intake Referral Platform (IRP) to support Action Plan priorities for timely access, continuity of services, and shared accountability.
  • Provide responsive user support, including troubleshooting and technical assistance, to ensure consistent and effective system use across partner organizations.
  • Monitor and analyze system usage, performance, data quality, and user experience; identify trends and opportunities for improvement.
  • Develop and deliver clear, actionable reports and data summaries for internal leadership, HOYC partners, funders, and other stakeholders.
  • Document system architecture, data structures, and data flows to support transparency, sustainability, and learning.
  • Establish and maintain protocols to ensure data quality, consistency, compliance, and shared accountability.
  • Produce datasets, data extracts, and periodic audits to support evaluation, continuous improvement, and decision-making.
  • Conduct routine system and data maintenance in coordination with internal staff and platform partners.

Operational & Partner Coordination

  • Serve as a Capital Workforce Partners' liaison with the IRP platform vendor (Veoci), coordinating development, enhancements, timelines, and deliverables.
  • Facilitate communication, testing, feedback, and issue resolution between Veoci and HOYC partner organizations.
  • Collaborate on the design and refinement of workflows, data collection tools, and secure data practices aligned with shared metrics.
  • Support internal teams and external partners in understanding and using the IRP as core HOYC infrastructure.
  • Coordinate across HOYC work areas - Career Navigation, Data/Evaluation, and Holistic Services - to ensure alignment and integration.
  • Act as a data navigator across HOYC initiatives by reviewing referrals and supporting follow-up, service continuity, and outcome tracking.

Training & Technical Assistance

  • Assess partner data capacity and existing systems to support effective IRP implementation.
  • Train users on IRP navigation, data entry, referral management, and reporting tools, with an emphasis on minimizing burden and duplication.
  • Provide ongoing technical assistance related to data entry, reporting, and system functionality.
  • Support partners in meeting reporting requirements, data standards, and accountability expectations.
  • Incorporate user feedback into ongoing system refinement and improvement.

Other Duties

  • Coordinate or assist with special projects as assigned by the HOYC Director, in collaboration with the Chief Strategy Officer and/or Hartford Career Navigation Systems Coordinator.

Experience & Education
  • Bachelor's degree in public administration, data science/analytics, or a related field.
  • Experience developing, managing, or supporting data systems or platforms.
  • Proficiency with Microsoft Excel; experience with Microsoft Access required.
  • Experience with case management or referral systems preferred.
  • Experience working collaboratively with multiple organizations and stakeholders.
  • Three (3) or more years of experience in youth development, workforce development, education, or related human services fields (preferred).
  • Experience preparing written and oral reports using both data and narrative.

  • Work Location: Must reside within commuting distance of Hartford, CT
  • Work Schedule: Hybrid work arrangement eligible - reporting 3 days in office and 2 days remotely
