Job description

Job Description
We're seeking a Director of Value Based Care Operations & Execution to join the Value Program Strategy and Operations Team. You will lead the operational execution and delivery of value-based care programs across the enterprise. This role is accountable for ensuring programs are implemented effectively, operational barriers are resolved, and cross-functional teams are aligned to deliver results tied to enterprise goals and objectives.
This role operates across a federated environment to coordinate clinical, network, finance, actuarial, analytics, and operational stakeholders, ensuring value-based care programs are executed consistently and at scale. The position is responsible for driving accountability, establishing operational discipline, and ensuring programs translate into measurable outcomes. You will be partnering with performance, finance, and strategy teams but retain accountability for execution and operational delivery.
What You'll Do
  • Lead end-to-end execution of value-based care programs, ensuring alignment between program requirements and operational delivery.

  • Drive execution across cross-functional teams, holding stakeholders accountable for delivery against defined timelines and objectives.

  • Identify and resolve operational barriers impacting program implementation and ongoing execution.

  • Establish and enforce operational workflows, governance, and accountability structures across programs.

  • Ensure operational readiness for new program implementations, contract changes, and model updates.

  • Oversee execution of initiatives designed to improve program delivery and provider engagement.

  • Partner with performance and analytics teams to translate insights into actionable operational changes.

  • Align operational processes with contractual requirements, measurement methodologies, and financial expectations.

  • Drive prioritization and sequencing of operational initiatives across enterprise stakeholders.

  • Serve as escalation point for complex operational issues impacting value-based care program execution.

  • Lead implementation of standardized processes supporting attribution, reporting inputs, and operational execution.

  • Provide clear updates to leadership on execution progress, risks, and mitigation actions.

  • Build and lead a team responsible for value-based care program operations and delivery.

What You Bring
  • Bachelor's degree and 10 years of experience
  • In lieu of degree, 12+ years of experience in related field

Bonus Points (Preferred qualifications)
  • Demonstrated experience leading execution of complex, cross-functional healthcare programs in both Commercial and Medicare Advantage.
  • Strong understanding of value-based care program structures and operational requirements.
  • Experience working across clinical, financial, and operational domains.
  • Experience working with provider organizations, health systems, and clinically integrated networks.
  • Proven ability to operate effectively in matrixed or federated environments.

Salary Range
At Blue Cross NC, we take great pride in a fair and equitable compensation package that reflects market-price and our starting salaries are typically planned near the middle of the range listed. Compensation decisions are driven by factors including experience and training, specialized skill sets, licensure and certifications and other business and organizational needs. Our base salary is part of a robust Total Rewards package that includes an Annual Incentive Bonus*, 401(k) with employer match, Paid Time Off (PTO), and competitive health benefits and wellness programs.
*Based on annual corporate goal achievement and individual performance.
