Position Summary: The Utilities Manager is responsible for the comprehensive oversight, management, and performance of all utility systems under the Base Operations Support (BOS) contract in accordance with the NAVFAC Marianas Public Works Utilities Criteria (PWUC) and the Guam NAVFAC BOS Performance Work Statement (PWS). This includes ensuring the safe, reliable, and compliant operation and maintenance of utility systems such as high voltage electrical distribution, potable water, wastewater, steam, hot water, and demineralized water systems across Navy installations in Guam. Key Responsibilities: Provide leadership and strategic direction for the Utilities Department, ensuring compliance with all NAVFACMAR standards, including the PWUC and BOS PWS.
Oversee the operation, maintenance, repair, and improvement of utility systems, including: High voltage electrical distribution systems Potable water production and distribution Wastewater collection and treatment Steam and hot water generation and distribution Demineralized water systems Environmental Sampling and Analytical Services Utilities and Energy Management (UEM) Operations Support Solid waste and recycling Utilities Meter reading, analysis and billing Utilities Asset Management, to include Infrastructure Condition Assessment Program and maintaining references and technical documents, utility system drawings and GIS Utility Control Systems (UCS) such as Supervisory Control and Data Acquisition Ensure all utility systems meet regulatory, environmental, and safety compliance requirements, including SCADA integration, metering, and cybersecurity protocols as outlined in the PWUC. Supervise and manage a diverse team of exempt and non-exempt personnel, including engineers, technicians, and skilled trades. Develop and manage budgets, schedules, and resource allocations to meet contract performance metrics and customer expectations.
Serve as the primary liaison with NAVFAC, installation Public Works Departments (PWDs), and other stakeholders to coordinate utility outages, service connections, and project support. Ensure timely and accurate submittals of project documentation, including as-builts, eOMSI data, and utility connection permits. Lead continuous improvement initiatives to enhance system reliability, energy efficiency, and sustainability.
Maintain readiness for emergency response and contingency operations related to utility systems.Minimum Qualifications: Education & Licensure: Registered Professional Engineer (PE) in Electrical, Mechanical, Civil, or Environmental Engineering licensed in a U.S. State or Territory with a minimum of five (5) years of experience managing utility systems of similar size and complexity, OR Bachelor of Science in Engineering from a U.S. ABET-accredited institution (or equivalent) with a minimum of ten (10) years of relevant experience
Experience: Demonstrated experience in managing utility systems in a military or federal installation environment. Strong knowledge of NAVFAC standards, including the PWUC and BOS PWS, US EPA and Guam EPA regulations and standards, as well as applicable laws Experience with SCADA systems, utility metering, and energy management practices. Proven leadership in managing multidisciplinary teams and subcontractors.
Preferred: Prior experience with U.S. Navy or NAVFAC operations, systems and applications Familiarity with Guam-specific utility infrastructure and regulatory environment.
