Position Summary
Systems Products and Solutions, Inc. (SPS) is seeking an experienced Program Manager (contingent upon award) to lead contractor operations supporting the U.S. Army's Future Long-Range Assault Aircraft Program Office. The Program Manager will oversee execution of a complex, multi-disciplinary support contract providing acquisition, logistics, engineering, technical, business, and program management services supporting one of the Army's highest priority modernization programs.
The Program Manager serves as the primary point of contact with the Government Contracting Officer (KO) and Contracting Officer's Representative (COR), ensuring successful contract performance, workforce management, quality assurance, schedule execution, staffing, compliance, and customer satisfaction.
Essential Responsibilities
  • Lead all personnel supporting the program while ensuring successful execution of requirements.
  • Serve as the primary interface with Government leadership, including the KO and COR.
  • Provide day-to-day management of a geographically distributed, multi-functional workforce supporting acquisition, logistics, engineering, technical, and program management activities.
  • Ensure performance compliance with all requirements, FAR/DFARS regulations, quality standards, and contractual obligations.
  • Oversee transition activities, staffing plans, surge support, and continuity of operations.
  • Monitor performance, cost, schedule, staffing levels, and deliverables while proactively identifying and mitigating program risks.
  • Coordinate activities and ensure successful integration across all functional teams.
  • Develop and deliver required contract status reports, progress reports, metrics, and executive briefings.
  • Ensure timely completion of contract deliverables, CDRLs, and Government reporting requirements.
  • Support Integrated Product Teams (IPTs), program reviews, milestone activities, and customer meetings.
  • Maintain effective communication with Government stakeholders and senior company leadership regarding contract status, risks, staffing, and performance.
  • Ensure personnel maintain required security clearances, certifications, and mandatory training.
  • Support surge requirements and rapidly respond to changing customer priorities.
  • Adhere to the company's AS9100 and QMS policy, procedures and guidelines.
  • Other duties as assigned.

Education/Qualifications:
  • Bachelor's or Master's degree in Business, Management, Engineering, Science, or a related field.
  • Bachelor's degree: Minimum of 15 years of management experience, including 10 years of program management experience.
  • Master's degree: Minimum of 10 years of experience in senior positions within Government Program Offices or other nongovernment organizations closely related to the Defense Acquisition Process with knowledge of the defense program acquisition life cycle processes as addressed in the DoD 5000 series instructions.
  • Experience managing large DoD acquisition or defense support service contracts.
  • Demonstrated experience leading multi-disciplinary teams supporting complex Army or DoD programs.
  • Strong knowledge of DoD acquisition processes, FAR, DFARS, and Government contracting.
  • Experience managing cost, schedule, staffing, risk, quality, and contract performance.
  • Excellent leadership, organizational, communication, and customer relationship management skills.
  • Ability to manage multiple priorities in a fast-paced, high-visibility environment.
  • Experience supporting ACAT I defense acquisition programs.

Preferred Qualifications:
  • PMP certification.
  • Experience supporting Army Aviation or Future Vertical Lift (FVL) programs.
  • Knowledge of Adaptive Acquisition Framework (AAF) and DoD 5000 series.
  • Experience with Integrated Product Teams (IPTs), Earned Value Management (EVM), Integrated Master Schedules (IMS), and lifecycle logistics.
  • Familiarity with Army acquisition systems, PPBE, GFEBS, LMP, Microsoft Project, and SharePoint.
  • Familiarity with Project Management Resource Tool (PMRT) suite of applications to include CCAR and other databases/analytical tools, such as ADVANA and Power BI for funding and programmatic data.
