Reporting to the Vice Chancellor of Finance and Administration, the Budget Director independently manages, develops and supervises all aspects of USC Upstate's budget management system; provides financial and strategic planning support; oversees risk management and compliance function; miscellaneous receivables, NCAA financial reporting, UBIT reporting, budget development, implementation, and coordination with the USC System; Provide revenue and expenditure analysis and financial reporting. Direct and manage the Administrative and Academic Affairs Budget functions, Athletics Business Office and the Risk Management and Compliance functions. Provide oversight of facilities Capital/Project budgets.
Job Related Minimum Required Education and Experience
Requires a bachelor's degree in a job related field and 5 or more years of job related experience, which may be substituted by an equivalent combination of job related certification, training, education, and/or experience.
Required Certification, Licensure/Other Credentials Preferred Qualifications
Knowledge of GASB and FASB standards required. Master's degree, CPA license, with 8 year's experience preferred. Higher Education experience desired.
Knowledge/Skills/Abilities
A successful background check is required. Knowledge of the principles, practices, theories and terminology of accounting, budgeting and financial management. Knowledge of GASB and FASB standards. Knowledgeable in strategic budget planning. Ability to establish and maintain effective working relationships with others. Ability to assess and interpret financial information quickly, effectively and respond with accuracy in matters impacting the financial standing of the University. Exceptional written and oral communication skills. Strong analysis and forecasting abilities; with an attention to detail in financial reporting. Able to proficiently and effectively utilize Microsoft Windows Suite applications, university software systems including PeopleSoft, and technologies. Thorough knowledge of Higher Education financial operations and the ability to work collaboratively with all departments and communicate with all levels of University, State and external personnel. High level of initiative and ability to work with minimal supervision. Ability to work evenings and weekends as needed. Ability to travel to off-campus meetings and conferences as needed.

Budget Management and Operations
Supervise the Budget Office Operations - including 5 FTEs and 2 temporary employees. Manage day to day budget office operations, which includes budget monitoring and revenue and expense adjustments. Ensure budgetary compliance across all units. Supervise the budgetary status of ancillary funds, accounts and records to ensure accuracy, proper documentation, budget constraints and compliance with all pertinent procedures and regulations. Approve payment requests, budget entries and other accounting transactions. Review the preparation of the FISAP report (Financial Aid) for final approval prior to sign off by Chancellor and filing with Federal government. Supervise the University Risk Management and compliance function, ensuring that the university is prepared to address all risks and respond to all compliance issues. Supervise USC Upstate's Miscellaneous Receivables function, ensuring that vendors are invoiced accurately and that funds are collected in a timely manner.

Budget Management and Operations
Provide support to all divisions regarding financial operations - ensuring that they receive training on budget and accounting system procedures and practices and provide information that will support their operations and assist in their decision-making. Monitor overall spending to ensure alignment with annual budgets, identify opportunities for cost savings. Ensure payroll costs are aligned with the organization's compensation strategy and costs are closely monitored and contained in order to eliminate unplanned and unbudgeted growth. Coordinates with the USC System and Upstate Human Resource Department to maintain an accurate position control system with provides current salaries, fringe benefits costs and position status. Monitors FTE (full-time equivalent) slot count to comply with State budget allocations.

Annual Budget Preparation
Provide oversight and direction during the annual Budget preparation process for all USC Upstate Unrestricted Funds, collaborate with USC Columbia regarding revenue changes - tuition and fees - and expense budget uploads. Oversee and direct the preparation of the budget uploads for submission to USC Columbia.

Internal and External Reporting
Maintain an inventory of informational needs (Housing, Bookstore, Student Affairs, Athletics and General Operations) based on analysis of financial data requested by units on a routine basis. Provides information to support the preparation of USC Upstate responses to financial inquiries as posted by the legislature, Governor, Office of State Budget, SC CHE and the USC Board and Administration. Coordinates quarterly divisional budget meetings with Chancellor; assist Vice Chancellors in monitoring their budgets and provide technical support as needed. Prepare and disseminate monthly and ad-hoc reports for senior management. Meets with Chancellor bi-weekly in order to provide status update on the University's financial condition.

Special Projects
Provide budgetary advice, planning and coordination for multiple special projects institutionally - particularly in their initiation phase. Analyze financial data, forecast revenue budgets and conduct variance analysis. Provide ongoing budget monitoring for all Special projects - simple to complex. Provide executive oversight regarding funding for USC Upstate capital and operating funds. Assess project, determine appropriate methodology for documenting and reporting data, supervise reporting and monitor reimbursements.
