Description

Join the SAIC team as a Ubiquitous Technical Surveillance Analyst, demonstrating strong knowledge and experience with Department of Defense and Intelligence Community practices in protecting National Security. This analyst will be immersed into a fast-paced, deadline-oriented environment composed of a diverse team of technical and analytical members. This position is on site in Arlington, VA.

  • Use OSINT tools, PAI/CAI datasets and classified databases to identify risks posed by emerging threats and UTS technologies to sensitive activities and intelligence operations.
  • Identify and analyze UTS capability gaps in specific environments and scenarios and research applicable mitigation strategies and best practices, taking into consideration the impact of various factors including emerging technologies, adversary capabilities and operational requirements.
  • Conduct full-spectrum analysis of physical and digital environments to identify and assess data relationships and digital signature correlations to illuminate and mitigate technical threats to operations.
  • Support cryptocurrency and geolocation analysis and integrate it into targeting and threat assessment packages.
  • Develop and provide written technical threat assessments; prepare tailored reports based on customer requirements, provide briefings to educate and train personnel, and assist in the development of operational frameworks and structured guidance to safeguard sensitive activities.
  • Responsible for answering high-priority, time-sensitive customer requirements demanding critical thinking and complex problem-solving skills.
  • Daily duties performed in an office setting, with travel required throughout the DC-metro area and occasional travel CONUS and OCONUS to support field operations.

Qualifications

Required Education, Certifications, Skills, Expertise, Years of Experience:

  • Bachelor’s degree in a related field and 5+ years of specialized technical targeting experience; OR
  • 6+ years of specialized technical targeting experience with appropriate military and civilian training within the intelligence analysis discipline.
  • Experience in using Commercial Off the Shelf (COTS) OSINT tools which include but are not limited to OpenIO, Maltego, and misattributed systems.
  • Must have experience conducting online investigations outside the United States and familiar with overseas PAI datasets and limitations.
  • Demonstrated experience utilizing the following tools: SILO, Maltego, BHTK, SOTK, Horizon, SYFT, Shodan, Babel X, Open IO, Dunami, Echosec, Recorded Future, VMware, Kismet, Wireshark, WiGLE, ANTS, NGV, Mosaic, DX, GX, Harmony, ID Scoreboard, MIDB, BI2R, SOFEX, FireHawk, Rockstar, ICON, QLIX, Hydra, FADE MIST, AnB, Google Earth, TIDE, CHROME, G2G.
  • Create written reports demonstrating accurate and succinct writing showing key findings and overview of the process used to perform collection and analysis.
  • Strong knowledge of military operations, terminology, and structure.

Desired Education, Certifications, Skills, Expertise, Years of Experience:

  • Formal coursework or instruction in OSINT techniques, technologies, tools, and trends.
  • Completion of OS-301, OS-302, OS-303, OS-305, CASO, NERD PAI course, JCHATC, HTTS, TFC, Advanced Digital Discovery Course or IC equivalent trainings.
  • Formal coursework or instruction in UTS technologies, tools, trends and mitigation techniques, including JCITA UTS Managers/Tradecraft Course, NCDC UTS Collaboration Course or other applicable military or IC UTS training.
  • Completion of an accredited Military or IC Targeting Officer Pipeline.
  • 8+ years of specialized technical targeting experience providing direct technical targeting and OSINT analysis support to CI/HUMINT operations.  

Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
