Job description

Position Title: Program Manager, C2SET
Location: REMOTE (U.S)
Clearance: Secret
SUMMARY
The Air Force C2SET (Command and Control Simulation, Emulation, and Training) program delivers advanced constructive M amp;S capabilities to support realistic operational training, scenario analysis, and decision support for Air Operations Centers (AOC) and Joint/Coalition warfighters. Through agile, DevSecOps-driven sustainment and modernization, C2SET absorbs and replaces legacy AFMSTT systems, integrates with Air, Space, and Cyberspace enterprise environments, and advances the state of theater-wide constructive warfare models—including AI/ML-based analysis and rapid response to evolving missions. The effort involves enhancement, fielding, and sustainment of complex software suites across cloud, containerized, and secure environments worldwide, directly supporting the training and readiness of U.S. and coalition commanders "This includes, but is not limited to: The development, maintenance, and modernization of M amp;S software that runs scenarios capable of handling operationally realistic complex theater warfare models... The simulation and stimulation of AOC WS and other JFACC and coalition applications as required." The scope of this work will cover C2SET development, maintenance, sustainment, modifications, model development, operational changes, security software changes, certifications, test, fielding, installation, training, data support, help desk, operational support, and reach back activities.
** This position is contingent upon contract award. Anticipated start date is 1 November. **
Summary of Duties:
  • Serve as the Program Manager overseeing all aspects of the C2SET program, including planning, staffing, stakeholder engagement, budget management, reporting, and contract compliance.
  • Act as the primary liaison with the Government C2SET PM and Procuring Contracting Officer (PCO), ensuring all technical, operational, security, and reporting deliverables meet established objectives.
  • Lead risk management, financial, and resource management, integrating agile processes and supporting government-led product ownership and technical reviews.
  • Oversee the transition, sustainment, integration, and eventual modernization of all supported C2SET environments, the C2SET PMO will continue to act as the Government Product Owner and manager for the C2SET program.
  • Led program effort, in cooperation with the Government, by conducting program control, agile cost control, quality assurance, configuration management, subcontract management, management of Government furnished resources, risk management, security activities, and shall employ internal management processes that can respond to dynamic changes in requirements
Qualifications amp; Experience:
  • Minimum 5 years’ experience as a product or program manager overseeing software development teams, including demonstrated experience in C5ISR M amp;S and software development.
  • Program Management Professional (PMP) certification preferred.
  • Evidence of managing complex, cross-functional teams and multiple program aspects (operational, technical, financial, regulatory, security, customer interface).
  • Highly effective communicator, capable of direct engagement with senior government program authorities and external stakeholders.
