Transportation Engineer

ABOUTTHIS POSITION:

SCHEDULE: Monday - Friday, 8am - 5pm

WHAT YOUWILL BE DOING:
This position performs complex professional work serving as a project manager in support of technical programs andprojects in the Town of Apex. An employee in this position works as aprofessional / certified engineer with considerable professional experience. Specific duties and responsibilities will include taskssuch as research and design of projects, oversight of construction,representation of the Town with other local, state, and/or federal agencies,and independent application of technical engineering knowledge. The employeeexercises considerable judgment and independence of action including contactswith citizens, contractors, engineers, and developers. Technical guidance isprovided to technical and administrative personnel.This position reports to the Transportation Engineering Manager.
A SAMPLEOF THE ESSENTIALS:
• Serves as project manager on multiple Town projects.
• Designs or reviews projects including administration of the bidding process.
• Prepares engineering studies and reports.
• Prepares and administers professional services contracts.
• Maintains records and reports related to contract administration and project management.
• Attends various meetings representing the Town as requested, including attending meetings in the absence of the Transportation Engineering Manager and/or the Transportation & Infrastructure Development Director
• Represents the Town and attends local and regional meetings to advocate for the Town's needs and priorities; establishes and maintains collaborative working relationships with state and federal agencies and other local units of government.
• Designs engineering projects that expand and enhance the Town's systems; oversees planning, design, budget, permitting, and bidding process for projects.
• Assists with amendments to the Town's standard specifications and detail drawings.
• Responds to requests for information from citizens, realtors, developers and other interested parties for issues relating to Town projects; responds to a variety of citizen complaints, resolves conflicts with developers, contractors and the general public.
Knowledge, Skills and Abilities
• Thorough knowledge of Autodesk Civil 3D or AutoCAD, Bentley Systems MicroStation or OpenRoads Designer, or equivalent software.
• Thorough knowledge of street and sidewalk design projects, including roadway design plans, storm drainage design, water/sewer design, pavement markings/signage, grading/erosion control, traffic control, and private utility coordination.
• Thorough knowledge of principles, practices, and methods of engineering as applied to the planning, analysis, design and construction of assigned projects.
• Thorough knowledge of applicable laws, regulations, guidelines, standards, and codes related to the design and construction of structures and developments; of methods, materials, and techniques used in the construction projects, and of design and legal requirements of assigned systems.
• Thorough knowledge of the principles of project management and public financing, contracting, and budgeting, and of local, State, and Federal laws and regulations impacting area of assignment.
• Thorough knowledge of engineering mathematics and computer applications and ability to make complex engineering computations, including estimating time and materials' costs.
• Ability to effectively negotiate and represent the Town and prepare and administer construction and development agreements.
• Ability to communicate clearly and concisely, both orally and in writing.
• Ability to perform complex professional engineering work with a minimum of supervision;
• Ability to effectively resolve citizen complaints and problems on the job site
• Ability to provide clear, concise, and professionally sound consultation to departmental staff, Town Council, Town Manager, and/or other interested parties on engineering issues.
• Ability to prepare comprehensive and concise technical reports, to make effective public presentations, and to communicate professionally and effectively with members of the public, the development community, and staff of other public agencies.
WHATYOU'LL NEED:
Bachelor's Degree and a minimum offour (4) years of experience, or an equivalent combination of education andexperience.
Special Qualifications
  • Ability to obtain an NC Engineering Intern certification within 1 year of employment
  • Ability to obtain NC Professional Engineer (PE) license within 5 years of employment
  • Possession of a valid North Carolina drivers' license
  • Current EI certification
