Hybrid Role - Ability to travel 20-40%, on average, to the DC area based on frequency of client meetings and level of project engagement required.

Position Summary:

The Program Manager (PM) will serve as the senior management lead and primary point of accountability for delivery of a large-scale federal Identity, Credential, and Access Management (ICAM) and Privileged Access Management (PAM) Managed Service Offering (MSO).

The PM will provide overall program leadership, customer engagement, technical and operational coordination, financial and contractual management, risk management, workforce planning, and performance oversight across SailPoint IdentityIQ, CyberArk PAM, cloud, cybersecurity, help desk/operations, and related identity services.

The Program Manager will be responsible for ensuring successful delivery against contractual requirements, Service Level Agreements (SLAs), Quality Assurance Surveillance Plan (QASP) measures, security requirements, schedules, and customer mission objectives while coordinating multiple technical teams, stakeholders, and federal bureaus.

Specific Duties to Perform / General Position Description:

• Serve as the primary contractor program management interface with Government program leadership, COR/COTR, technical leads, cybersecurity personnel, bureau stakeholders, and other Government and contractor organizations.

• Manage performance across individual BPA Calls/task orders, ensuring scope, staffing, deliverables, milestones, SLAs, and contractual requirements are achieved.

• Own integrated delivery across SailPoint TCCM/CREDMGMT, CyberArk TCPAM/PRIVMGMT, IRS BEARS/PUMAS, TCloud lifecycle management, optional BEP ZT/ICAM work, and technical solution support.

• Manage outcome-based performance, order-level SLAs, QASP commitments, risks, issues, corrective actions, and executive reporting to the Government.

• Lead staffing, resource allocation, surge planning, subcontractor coordination, and maintenance of an MBI-or-higher personnel pool.

• Oversee 24x7x365 operations, incident escalation, RCA/corrective action, monthly patching, change management, CCB support, and service continuity.

• Coordinate Agile sprint planning, backlog refinement, cross-team dependencies, weekly operations reporting, and monthly health reviews.

• Lead transition and knowledge-transfer planning, readiness assessments, runbook/SOP completion, and Federal workforce enablement.

• Ensure delivery supports FedRAMP High AWS GovCloud, CDM/MUR reporting, FISMA/ATO obligations, HA/DR objectives, and Treasury security requirements.

• Coordinate technical workstreams and ensure effective collaboration among SailPoint, CyberArk, cloud, cybersecurity, infrastructure, operations, help desk, and program management teams.

• Manage subcontractor and teaming-partner performance and ensure partner activities are integrated into overall program delivery.

• Develop and present executive-level program reviews, operational metrics, performance reports, risks, recommendations, and corrective action plans to Government leadership.

• Drive continual service improvement by identifying opportunities to improve operational efficiency, reliability, automation, security, customer experience, and cost effectiveness.

Position Qualifications/Experience/Education:

Required Qualifications:

• Bachelor’s degree in Information Technology, Computer Science, Cybersecurity, Engineering, Business, or related field; 12+ years of relevant experience, including 7+ years leading complex federal IT/cybersecurity programs.

• Proven program management of large federal managed services involving ICAM/IAM, PAM, cybersecurity, cloud, or CDM capabilities.

• Experience managing FFP and T&M work, SLA/QASP-based performance, staffing, financial performance, risks, and subcontractors.

• Working knowledge of SailPoint IdentityIQ, CyberArk PAM, AWS GovCloud/FedRAMP High, Splunk, ServiceNow/ITSM, FISMA/RMF, and high-availability/disaster-recovery operations.

• Experience leading Agile delivery and ITIL-aligned operations in a 24x7 production environment.

• PMP certification required.

Desired Qualifications:

• Prior Treasury, IRS, DHS CDM, or other large Federal Civilian ICAM/PAM program experience.

• ITIL, CISSP, CISM, SAFe/Agile, or cloud certification.

• Experience with federal workforce transition and knowledge transfer.
