Job description

General Description and Classification Standards:

Training Specialist II is a role within the Organizational Development unit of the Department of Human Resources. The Training Specialist II delivers employee development training to management/staff for the City of Atlanta/Department of Aviation. This is an experienced professional who implements and administers development and training programs for all employees citywide.

Supervision Received:

Performs work under general supervision with review and advice from Training Manager II/Organizational Development Executive Director.

Essential Duties and Responsibilities:

These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.

  • Facilitates Nontechnical Core Skills training on behalf of Individual Contributors, Supervisors, Managers and Leaders for the City of Atlanta/Department of Aviation.
  • Uses needs assessment tools to identify need for and to determine effectiveness of educational programs.
  • Supports online NEO: The Virtual Experience (New Hire Orientation).
  • Assesses training and development needs from surveys, interviews, focus groups and communication with managers, instructors, and internal customers.
  • Present training programs using various forms and formats including group discussion, simulation, videos, In-Person Instructor-Led Facilitation and Virtual Instructor-Led Facilitation.
  • Assists Training Coordinator, Sr. with Learning Management System (LMS) duties.
  • Assists Training Coordinator, Sr. with scheduling utilizing MS Outlook.
  • Collaborates and Partners with Training Coordinator, Sr. to update LMS User Manuals for Employees and Learning Specialists.
  • Assesses training materials prepared by Instructional Designers.
  • Evaluates the effectiveness of training programs through training surveys and 60/90-day follow-up sessions utilizing the Kirkpatrick Model.
  • Evaluates program effectiveness through assessments, surveys, and feedback.
  • Maintains knowledge of the latest trends in Professional Training and Development.
  • Consults with senior training staff to confirm program, system objectives, operational procedures and system/program constraints.
  • May perform other duties as assigned.

Knowledge Skills and Abilities:

  • Knowledge of assessment tools (MS Forms, SurveyMonkey, etc.).

  • Collaboration Skills with Internal and External Customers/Clients.
  • Proficiency with Microsoft Office Suite (Excel, PowerPoint, Outlook) and related software.
  • Experience with LMS, and Adobe Creative Suite software and systems
  • Skilled in using Audio/Visual and other presentation equipment, including Smartboards and Virtual Platforms.
  • Reliable transportation when conducting training sessions, consultations, meetings off-site/other locations.
  • Ability to interface with a wide variety of job-class and skill levels.
  • Ability to deliver Professional Development courses.
  • Ability to evaluate and research training options and alternatives
  • Ability to analyze needs assessments and areas of strengths and areas of opportunity.
  • Ability to meet critical deadlines and execute projects/initiatives
QualificationsMinimum Qualifications:

Education and Experience –

  • 1. Bachelor’s Degree in Education, Human Resources, Business or related field.
  • 2. Minimum of 3 years of employee development training, and development of adult learning content experience.

This job requires mandatory in office work only.

Licensures and Certifications -

None required.

Preferred Requirements -
  • Bachelor’s Degree in Education/Teaching, Human Resources, Business or related field.
  • Ability to facilitate learning through a variety of delivery methods including classroom instruction, virtual training and on-the-job coaching.
  • Professional Development Certifications, preferred
  • Knowledge of adult instructional, and learning theory principles.
  • Proficient in the use of an LMS (Learning Management System)

This is an "in office" position. Physical lifting and sensory capabilities are requirements to perform the job successfully. Typical environmental conditions associated with job.
