Job description

Job Summary

We are seeking a compassionate and organized Program Manager to lead a residential program that supports individuals with developmental disabilities. This position ensures person-centered services, team leadership, regulatory compliance, and financial management at the assigned location.


Essential Functions of the Job:

  1. Coordinates internal and external resources to enhance the lives of the individuals living at Homeward Bound.
  2. Provides human resource management within the assigned home (s), including hiring, training, supervising, performance feedback, staff development, disciplinary action and dismissal.
  3. Manage standard operating procedures within the assigned home(s) to assure compliance with organizational policies/procedures/standards, state licensing requirements, and other applicable laws or provisions.
  4. Is responsible for the delivery of services for all individuals in assigned homes(s). This includes program development, implementation and data collection.
  5. Manages physical and financial resources with in the assigned home(s), including household budget, the purchase of supplies and equipment.
  6. Provides financial management for individuals living in the assigned home(s).
  7. Coordinates and facilitates Interdisciplinary team (IDT) meetings, and ensures comprehensive program plans and risk management plans of each individual in the assigned homes.
  8. Plans and facilitates employee meetings, initial training, and ongoing training.
  9. Attends meetings and training as required.
  10. Completes thorough investigation and reports for internal purposes and external agencies.
  11. Serve as a liaison to community, case mangers, guardians, family members etc. and ensures concerns and issues are promptly addressed/resolved.
  12. Provides direct care to individuals served, typically 50% of job.
  13. Assume additional responsibilities as requested and necessary to maintain program integrity.

Knowledge, Skills and Abilities Required:

  • Knowledge of developmental/physical disabilities required.
  • Ability to meet the physical demands required of the job position.
  • Knowledge of state and federal licensing regulations.
  • Ability to effectively communicate both orally, and in writing, with individuals served, family members, case managers, guardians and employees.
  • Ability to demonstrate strong leadership skills.
  • Ability to organize and prioritize work to meet deadlines.
  • Ability to work as a team and independently.
  • Ability to recognize problems and resolve.

Risk Responsibility/Budget Management:

  • Maintain a high level of confidentiality.
  • Apply best practice of Homeward Bound resource utilization.
  • Have strong interpersonal communication skills when representing HBI and the people it serves with both internal and external customers.
  • Comply with organizational and regulatory policies, procedures and standards.
  • Correctly/accurately manage individual bank accounts and household budgets.
